36 6. New Change Proposals For Ratification of the Prioritisation Scores
6a. XRN4955 Amendment of MDD PSR Needs Codes and Needs Code Descriptions

37 XRN4955 - Amendment of MDD PSR Needs Codes and Needs Code Descriptions
Initial thoughts

38 Overview SPAA CP “Amendment of MDD PSR Needs Codes and Needs Code Descriptions” was raised looking to amend MDD to align energy (Gas & Electricity) PSR Needs Codes and Needs Codes Descriptions with the inclusion of Water specific codes. 4 description enhancements (19, 20, 23 and 27) 1 Needs Code to be discontinued (10) and replaced by 2 new Needs Codes (35 and 36) 1 new code (37) directly related to water dependency

39 Impacts This change would require a File Formant amendment, new allowable values and description changes S84 Record CFR, CNC & CNF Customer systems would need to be amended to send and receive the new Needs Codes Suppliers/Shippers will also need to cleanse data due to one Needs Code (10 “hearing and speech impairment”) ceasing to be used, and being replaced by new Needs Codes (35) hearing impairment and (36) speech impairment

40 Timescales Delivery of the industry wide changes is planned for 1st April 2020 XRN4955 is being progressed to be added to Febuary-2020 release schedule

43 8a. XRN4860: National ‘Temporary’ UIG Monitoring
DSG 3rd June 2019 Options to Progress this Change

44 Change Overview Since Nexus implementation there has been a significant cumulative difference between UIG at Allocation and after Reconciliation. Allocated UIG is adjusted (down or up) as a result of meter point reconciliation across the market and will become permanent UIG at Line-in-the-Sand (3-4 years after the gas day) Trends in post-reconciliation UIG have remained higher than our customers expected since Nexus go-live, despite the 23 months of meter point reconciliation. The trend between June 2017 and the end of gas year 2017/18 was that reconciliation reduced levels of UIG initially allocated to shippers based on their portfolio mix (Class / EUC) but not to the level expected by the industry. Since the start of Gas Year 2018/19 when newly ‘uplifted’ Annual Load Profiles / Daily Adjustment Factors came into effect for EUC 01B and 02B, the pattern has changed, with allocated UIG being much more moderate and subsequent reconciliation increasing the initial UIG volume. This change request seeks to procure a budget for CDSP subject matter experts to analyze the available industry data to provide a central national ‘forecast’ for UIG reconciliation.

45 Option 1 to Address the Change
CDSP to analyse high-level market wide reconciliation data to identify trends and create a linear forecast of potential reconciliation levels. +  Simple to analyse + Short timescales + Low level of additional resource required Limited scope of analysis High Level forecast may not capture nuance of different behaviour in different market sectors Limited historic data to work from so analysis and forecast may not be robust

46 Option 2 to Address the Change
CDSP recommended option. UIG Task Force Analytics Partner to analyse detailed market wide reconciliation and metering data to identify trends and create a robust forecast of potential reconciliation levels. + Contract already in place with Analytics Partner from UIG Task Force + Analytics Partner familiar with the data and problem - comprehensive proposal to analyse and predict reconciliation levels comprising 12 weeks of sprint based analysis and outputs Estimated cost of work is circa £105k Current estimate of data provision puts delivery to analytics partner at December 2019, so output delivered in Q4 FY Need to agree delivery outputs. Do we want a predicted energy value or an updateable model which can update with the latest data to refine the forecasts? This is a change to the proposed output and will likely cost more than the £105k quoted

47 Option 3 to Address the Change
CDSP to analyse detailed market wide reconciliation and metering data to identify trends and create a robust forecast of potential reconciliation levels. + Using CDSP resource allows us to use additional subject matter expertise during the analysis + An internal forecast will be easier to maintain going forward if required. Requires implementation of new Data Analysis capability in Xoserve Currently forecast for December 2019 implementation Earliest potential delivery in Q1 FY Requires recruiting and training additional Analytics resource Cost Estimate TBC

High Level System Solution Impact Assessment

51 Change Overview XRN4692 – CSEPs: IGT and GT File Formats (CIN Files)
Following implementation of Project Nexus on 1st June 2017, a number of changes were introduced to the CSEP Creation and Maintenance processes. These allow IGTs to master parent data which is essential to ensure MPRNs can be created within UK Link systems. This shift in responsibility has led to GTs having a lack of control over the true picture of CSEPs connected to their networks and crucially, the offtake demand in a given area, which are crucial for GT monitoring responsibilities. Attempts have been made to focus on improving data quality however these have not yielded significant results. GTs have made it clear that they feel it is now appropriate to change the CSEP processes, having spent several months discussing concerns with IGTs, with the primary aim to support creating good quality information in the first instance, whilst also looking to increase visibility of a number of those key data items between parties Solution Options 1 2 Amending CIN triggers and new report Amending CIN triggers and new report (manual intervention)

52 Option 1 - High Level Impact Assessment
1 - Amending CIN triggers and new report There will be changes made in SAP ISU to modify the critical data items in order to reduce the triggers to create a .CIN file. The crucial data items would be : “CSEP Post Town”, “CSEP Postcode Outcode”, “Number of ISEPs”, “LDZ Identifier”, “CSEP Exit Zone Identifier”, “CSEP Connection Max AQ”, “CSEP Connection Max SHQ”, “Condition 16 Max AQ”, “Nested CSEP Indicator”, “Directly Connected CSEP ID”, “Directly Connected CSEP GT Reference Number”, “IGT Short Code”. A new report needs to be developed to display the successfully matched key data items provided within in the DCI (GT file) and the CIC/CAI (iGT file) and sent to GTs and iGTs. Data items to include: GT Short Code, IGT Short Code, GT Reference Number, IGT Project Reference, CSEP ID, CSEP Status, CSEP Effective Date. Impacted Systems Assumptions Market Trials costs are not considered. Performance Testing will not be required. No changes in Batch timings are anticipated as CIN is executed after the last batch runs of CIC/CAI and DCI. Frequency of the new report yet to be confirmed. Positive Report format yet to be confirmed with the data items to be shared with GTs and iGTs. Current CSEP Status needs to be reported in the positive match report if all the attributes match. 58 9b. XRN Inclusion of Meter Asset Provider Identity (MAP Id) in the UK Link system (CSS Consequential Change)

59 Overview XRN4780 Part A is due for implementation in July-2019
Part A incudes accepting MAP Id via RGMA and loading it into UK Link Initial investigations state that MAP Id is currently scarcely populated in RGMA flows

60 Action We request that Shippers check their systems to ensure that Supplier flows (that contain MAP Id) are being received and that the information can and will be passed to the CDSP

XRN4780(Part B) - Inclusion of Meter Asset Provider Identity (MAP Id) in the UK Link system (CSS Consequential Change) High Level System Solution Impact Assessment

62 Change Overview XRN4780 (Part B) – Inclusion of Meter Asset Provider Identity (MAP Id) in the UK Link system (CSS Consequential Change) This change has been raised to meet the obligation to pass MAP Id to the CSS as part of CSS Consequential Change requirement. At a high level this change will look at the initial population and ongoing maintenance of this data item.  This change will need to consider (but not be limited to):  • Initial population of the MAP Id – including cleansing and migration activities on data received from MAPs • Ongoing maintenance of the MAP ID within CDSP system (MAP direct updates) • Extraction of MAP Id data into BW • Information flows informing MAPs of asset updates and Supplier changes • Information flows informing Shippers of MAP amendments 1 Solution Options MAP Updates and Notifications

63 Option 1 - High Level Impact Assessment
1- MAP Updates and Notifications As part of this change, below system changes are anticipated: SAP ISU: Data cleansing and migration activities are required for the entire portfolio of UK Link in SAP ISU and SAP BW. Exceptions management needs to be catered in order to capture the fallout MAP updates. Below new interfaces and their respective responses needs to be built in order to update the MAPs and Shippers/Suppliers for there portfolio. a. MAPs will update the UK Link system on the individual asset with the MAP details. b. MAPs to be notified for updated on assets due to RGMA Flows. Also if RGMA flow makes changes on the assigned MAP IDs on the asset; both the incoming and the outgoing MAPs should be notified of the changes. Supplier Updates needs to be notified to the MAP stakeholder on the assets installed on the MPRN as well. c. Shippers will be notified of the MAP updates on their MPRN portfolio. MAP updates received from MAPs for Prime and Sub, SSMP, Twin Stream, NTS and Special Metering sites will be handled via Exception Management (BAU process). SAP BW: MAP IDs pertaining to an Asset needs to be stored in BW in order to align systems. Impacted Systems Assumptions EFT changes and Market Trials costs are not considered. Bulk update of MAPs will be handled with the same interface used to receive the updates from MAP. Performance Testing will be required. DES is out of scope this change. New MAP IDs will be created by the customer life cycle team as per BAU. RGMA Flows will not be rejected if incorrect MAP ID is received. No Reporting required is considered for SAP BW as part of this change (Inc. MAP portfolio) File Format have not yet been defined. Asset updates will not be done by MAPs. 66 9d. XRN4930 - Requirement to inform shipper of Meter Link Code
High Level System Solution Impact Assessment

67 Change Overview XRN4930 – Requirement to inform shipper of Meter Link Code Pre-Nexus implementation, when a Meter Link Code was amended, a K15 record was sent to the Shipper within an MRI file. A shipper has identified that this is no longer happening and is reliant on these updates for effective operational processing. This was not called out as a requirement for Nexus and was missed during implementation. We now require any amendment to the Meter Link Code to update the current Shipper via a K15 record (with an MRI file). Solution Options Re-instate notification of Meter Link Code changes via MRI File (K15 record) 1

68 Option 1 - High Level Impact Assessment
1- Re-instate notification of Meter Link Code changes via MRI File (K15 record) For change in the Meter Link Code; MRI (K15) will be triggered whenever there was a link code change in the system i.e. Prime to Freestanding or visa versa. This is done by the users manually at the back of exceptions. A new report is required to be developed to issue MRI (K15) files to the Shippers for the Meter Link Code changed in UK Link post Nexus Go Live. Impacted Systems Assumptions Market Trials costs are not considered. Performance Testing will not be required. 71 9g. XRN4941 - Modification 0692 - Auto Updates to Meter Read Frequency
High Level System Solution Impact Assessment

72 Change Overview XRN4941 –Modification Auto Updates to Meter Read Frequency This change has been raised in line with the ongoing development of MOD0692 which looks to grant the CDSP permission to update a Supply Meter Point’s (SMP) Meter Read Frequency (MRF) under the following circumstances: Where a SMP AQ increases past the threshold of 293,000KWh and site is not on a monthly meter read frequency, the MRF should be set to Monthly 2) Site has either a Smart or AMR meter installed and is not on a monthly meter read frequency, the MRF should be set to Monthly Solution Options Amend the Meter Read Frequency as part of a successful Rolling AQ calculation (Monthly or Correction) and Asset Updates. 1

73 Option 1 - High Level Impact Assessment
1- Amend Meter Read Frequency as part of a successful Rolling AQ calc (Monthly/Correction) and Asset Updates As part of this change, the Meter Read Frequency will be updated as part of AQ Updates above 293,000 kWh. Below are the list of changes: Rolling AQ and AQ Correction needs to be updated to provide a trigger whenever there the AQ goes above the threshold value of 732,000 kWh. New report needs to be developed to update the Meter Read Frequency for AQ and asset updates. AQ updates can be checked from the trigger and asset changes will be scanned from the system. The updates will be done post AQ and Asset Live date. New Report needs to be developed for the cutover in order to align all the Meter Read Frequency for the entire UK Link portfolio. MRF updates via SPA process will take precedence over the data cleansing activity during cutover. Impacted Systems Assumptions Market Trials costs are not considered. Performance Testing will be required. Only Class 4 sites are in scope. Shippers will be notified on M-7 via NRL for the AQ change where MRF needs an update. Shippers will be notified with RGMA flow responses for the asset updates. Sites which have a decrease in AQ from 293,000 kWh remain As Is. Meter Read Estimation will not be done. New Report to update the MRF needs to be aligned with Capacity/Commodity runs(in terms of batch timings). 81 47 & 09 ASC and CT / VT Ratio (Electricity)
Progress to Full Solution Use case overview Two linked cases involving DNO data: 047: The MIS could also facilitate access to Current/Voltage Transformer (CT/VT) ratio. The ratios would be populated initially by the distribution network operator and can be queried by Parties should discrepancies be identified as part of meter installation, or commissioning and proving tests. 009: Proposed making EAC available to quoting suppliers, and mentioned inclusion of ASC JMDG progression Indicative costs received from ECOES service provider. JMDG decided to progress to full solution design. MIS project team prioritised use cases 9 and 56 (EAC and FiTs Generator access, respectively) with JMDG’s agreement. Will refocus on this once use cases 9 and 56 are progressed. Solution overview Initial discussions suggest data will be available but DNOs not keen on multiple access to their databases. Main issue with providing ASC is that some distribution businesses aggregated ASC for multiple MPANs onto one MPAN, without there necessarily being a clear link between them which can be used to identify this. Could undermine usefulness of the data.

82 09 Estimate of Annual Consumption (EAC)
JMDG and MPB decision making JMDG options assessment Second order analysis and impact assessment Options assessment workshop MEC endorsement MAP CP raised Use case overview Make EAC available to quoting supplier JMDG progression Agreed to progress two options in tandem at February JMDG – using Electralink’s EAC API to augment ECOES API, or mandating provision of EACs to ECOES. Overview Workshop held 28th January to explore potential sources, formats, frequency of the data Discussions with Suppliers and TPIs suggest this has a limited shelf life – something quick and with low overheads preferred. Awaiting Electralink input to progress two options to assessment.

83 56 FiT Licensee Notifications – Smart meter installs
MEC endorsement MAP CP raised Use case overview FiT Licensees would be better able to meet their Supply Licence obligation to administer export payments on metered data whenever possible if a mechanism existed to inform them that a smart meter (which by definition has export metering capability) has been installed on the premises of a FiT Generator JMDG progression JMDG agreed high priority progression. Ofgem attended December meeting to participate in discussion on solutions. JMDG agreed in Feb to progress two options to MRA change assessment. Gemserv has raised “self service” option with MEC. Subject to MEC agreement we will raise a Change Proposal. Options Overview ECOES contains meter information (meter serial number, meter type) which would allow FiT Licensees to identify if import MPAN associated with a FiT Generator had a smart meter installed
