EU Action plan for a Circular Economy
Marine & Water Directors 9 June 2016, Amsterdam EU Action plan for a Circular Economy European Commission DG Environment Marine Environment and Water Industry Unit
2
Concept From a linear … To a circular economy

Leakages Low levels of recycling-High levels of landfilling
Incineration of recyclable waste No long-term targets Despite this situiation, there are still a lot of leakages in the EU system: only 36% of the waste we generate is recycled today though landfilling still repsents 42% of the waste gnerated. There are significant differneces between MS – for instance 7 MS are not landfilling any MSW altough 14 MS are still landfilling more than 70% of their MSW Environment: inefficient use of resources has negative environmental impacts (greenhouse gas and other emissions, depletion of resources, impacts on landscape, water pollution, etc.) Source: Eurostat

Adopted by the Commission 2 December 2015
The Package Adopted by the Commission 2 December 2015 Action Plan Communication List of Follow-up Initiatives (Annex) 4 Legislative proposals on waste
8
Areas for intervention
Extraction and production processes Product design Distribution and consumption Waste

Construction & Demolition Secondary raw materials
5 Priority sectors Critical Raw Materials Food waste Production Food Waste Consumption Biomass & Bio-based Products Construction & Demolition Secondary raw materials Plastics Waste Management

50 actions between 2015 and 2018/2019 – involving several DG's
Actions & proposals 50 actions between 2015 and 2018/2019 – involving several DG's Ecodesign to include reparability, durability, recyclability Actions on Green Public Procurement Funding of €650 million for ‘Industry in the circular economy’ Legislation on fertilisers Interface between chemicals, products and waste legislation 4 Proposals on waste More prevention Long term recycling&re-use targets Landfill limitations Marine litter, water reuse (next slides)
11
Marine litter Aspirational target of 30% for marine litter
Strategy on plastics to be established by 2017 Focus on marine litter Recyclability/biodegradability / Bio based plastics Vision/actions on Microplastics Strategy for most found items In the waste proposal: Higher recycling target for plastics (55% by 2025), to be defined for 2030 Litter included in the waste management plans Common rules on Extended Producer Responsibility links between fees paid and recyclability/reparability Contribution of the producer to public campaigns
12
Marine litter - EPR Already in place in some MS (eg BE)
Partnership between producers (Fost plus) and public authorities 17m € /year from the packaging sector Ongoing discussions with other sectors Source: Fost plus
13
More on litter Rivers = vector of land based litter – increasing attention under WFD New actions with JRC Marine litter – baseline Riverine litter monitoring Analysis of Programs of measures under MFSD Port reception facilities Directive review International
14
Water reuse in industrial activities BREF's
5 follow-up initiatives: Reuse in integrated water planning and management Proposal of CIS Guidelines Minimum quality requirements for water reuse for irrigation & GW recharge Legislative proposal by 2017 Water reuse in industrial activities BREF's Support to research and innovation EU funds for investments in water reuse Advertising on opportunities, new mechanisms eg. under EFSI
15
Implementation of the 50 key actions
Next steps Implementation of the 50 key actions Timeline for implementation Actions to be developed in line with the Better Regulation principles Progress report Monitoring actual progress with EEA/Eurostat European Parliament and Council give their opinion on the package decide on the 4 legislative proposals on waste
