Observatory of Accountability and Transparency in the Public Sector (local government)

2. Aims
Develop a digital platform that will produce performance indicators (financial and non-financial) to evaluate performance, transparency and accountability, particularly in the context of local government;
Dematerialize the annual financial report of Portuguese municipalities, produced since 2003;
Help politics and decision makers making decisions about public policies and improve the impact in society;

4. Steps
1) To conceptualize a model for to assess the level of transparency and accountability in the management of public organizations from different perspectives (economic, political, social, legal, etc.);
2) To develop an online repository which simultaneously allows the management of data and the production of indicators providing users different kind of information like statistical analyses, aggregation, comparison, summary, and export of data;
3) To define the necessary data sources to load the repository, the data collection methods, and the integration of data into the repository database, followed by a data quality evaluation; and
4) to implement the online repository with the data related to the Portuguese local authorities.

5. Methodology
Focus groups and Delphi method to evaluate and validate the framework of indicators
The implementation of digital platform will be addressed according to the Design Science methodology and which is more inclined for the development of problem-solving solutions using technology.

6. Data collection
For financial indicators we will prepare and use the repository of data that have been collected, annually, by CICF since 2002;
For non-financial information data collection will depend from the existent sources (the definition of indicators should take into account the existence of these sources);
