Background Provide curbside collection of recyclable materials from single-family and multiple-family residential units up to four-plex in most municipalities within Outagamie County RFP and Agreement files location

Wednesday, April 24, 2019 by 12:00 p.m. CST County Responses to Questions (will be posted online) Wednesday, May 1, 2019 by 4:00 p.m. CST Closing Date and Proposal Submittal Thursday, May 16, 2019 by 2:00 p.m. CST On-Site Interviews Thursday, June 6, 2019 and Friday, June 7, 2019

General Contract Terms
Contract Dates Commencing on Wednesday, April 1, 2020 Seven year agreement through March 31, 2027 Extension option One (1), seven (7) year extension with mutually agreed upon terms within market conditions Will be discussed and entered into approximately 18 months before expiration of initial Agreement

County Material Recovery Facility
All materials must be delivered to County’s MRF at 1419 Holland Road, Little Chute, WI Future MRF updates Respondents expected to always focus on quality Reminder: Voluntary MRF tour immediately following this meeting

Trucks and Equipment Requirements
Truck Branding Requirements Collection vehicles to be painted to truck color specification provided by the County within 30 days Two County-provided decals must be displayed on collection vehicles to advertise County's recycling program

Trucks and Equipment Requirements
Age of fleet Each collection vehicle is to be no more than seven (7) years old Cart management Each municipality owns and maintains the recycling carts

Reporting Requirements
See Agreement, Section 6. for full list of report components Three types of recurring reports Monthly Program Reports Quarterly Program Reports Annual Program Reports Example annual report included in RFP Attachments and Forms, Attachment I Other reports as necessary as documented in Draft Agreement For example: accidents, missed collections, safety performance, litter incidents, etc.

Customer Service Requirements
Key criteria for evaluating submitted Proposals Provider shall continually maintain the following: Telephone answering service with a local phone number and a toll-free phone number account Local customer service representative Customer service will be provided on all days collection service is occurring or was scheduled to occur: Beginning at 6:30 a.m. CT Ending at 5:30 p.m. CT or 30 minutes past the end of the collection day, whichever is the later time

Provide the following: one original unbound Proposal two Proposal bound hard copies and one complete Proposal packet in electronic format on a USB thumb drive Closing Date: Thursday, May 16, 2019 at 2:00 p.m. CST Mark sealed Proposals as “Proposal for Recycling Collection” No faxed or ed Proposals
