Current situation
HBS is national representative survey which has been conducted regularly by MONSTAT since From 2005 HBS is in compliance with international standards and recommendations from EUROSTAT. The data are collected monthly for the entire observed year, and they are published annually.
One of the specific objects of HBS is data obtaining necessary for making balance of private consumption in the System of National Accounts and Consumer Prices Index (CPI). Results of HBS are used for preparation and analysis of poverty line.

Current situation
Statistical Office of Montenegro made the poverty analysis for the first time in for 2005 and 2006 in cooperation with World Bank and with support of Ministry of Health, Labour and Social Welfare.
Absolute poverty line which is used for poverty analysis by MONSTAT is nationally specific line and it can not be used for international comparison, but only for monitoring situation and changes in poverty in Montenegro.
To harmonize with European legislation and to compare data on international level we introduce EU SILC.

5. EU SILC STATISTICS Chapter 18: Pilot survey
Statistical Office of Montenegro conducted pilot project EU SILC in fourth Quarter of 2011.
During pilot survey partial harmonization is achieved. The base for activities on preparation of this survey was Document 065 and EUROSTAT regulation:

6. EU SILC STATISTICS Chapter 18: Pilot survey
Sample selection frame - Census of Population, Households and Dwellings from 2011.
The sample for pilot survey included households from 200 enumeration areas. The sample was selected as two-stage stratified sample, where the first stage units are enumeration areas, and second stage units are households. Collective households are excluded during the selection.

7. EU SILC Current situation STATISTICS Chapter 18:
Regular EU SILC survey is in progress. Data collection method PAPI.
Pilot questionnaires are revised and harmonized with Document 065, with the help of expert engaged through IPA 2011.
In the beginning of July the workshop will be held in Podgorica on which occasion experience will be shared with other countries conducting SILC.
