2 Urban mobility systems are what Russell Ackoff termed ‘messes’
They are in fact made up from many systems… The systems are socio-technical in nature (there is a human aspect and human goals such as well-being and satisfaction as well as a technological aspect with performance goals like efficiency and effectiveness) They are complex and ‘behave’ in hard to predict ways when broken down into their constituent parts

Messes are bigger, more complex, more uncertain, more ambiguous, more unstable and less bounded than difficulties… They need a different approach
