initiative européenne de renforcement des capacités Reducing Emissions from Deforestation in Developing Countries Fellows´ Recommendations, Oxford Seminar 2007 for sustained capacity building in support of international climate change negotiations pour un renforcement durable des capacités en appui aux négociations internationales sur les changements climatiques
2
Objectives Assisting developing countries to achieve sustainable development and fulfill the objectives of UNFCCC 2. Encouraging additional efforts to reduce emissions 3. Promoting biodiversity conservation
3
Sources of funding A combination of different financing sources:
A fund for specific activities, including capacity building Market mechanisms, free and oriented International sources (multilateral and bilateral initiatives)
4
Distribution of incentives for REDD
The establishment of criteria and modalities for REDD activities should be the first priority. Benefits to be inclusive, therefore, a flexible framework can help including actions at different levels: -National -Regional -Sectoral -Project – based A twin approach – national and project based could take care of land tenure particularities
5
Technical and methodological challenges
Market – based approaches are promising but methodologically complex and may lead to problems of distribution Monitoring forest cover is important - we cannot manage something that we cannot measure Apply (develop) a gold standard to CERs for REDD activities
6
Capacity building Developing countries will need assistance with monitoring, measuring and participating in any mechanism which will ultimately be decided Encourage South-South cooperative to better understand the process, assess forest stocks through inventories (i.e. initiative of Brazil to cover African forests).
