7 Independent Agencies Created by Presidential order or Congressional legislation In most cases are independent of the Cabinet Most are named Commissions or Administrations

Staff – Help support existing policy

9 Workers Roles Appointees Civil Service Employees
Appointed by a political elected official Civil Service Employees Promoted on their own merits or achievements Limited in how far they can progress
