2. Proposal Stock-take of current member evaluation systems:
Evaluation policy, role and institutional set-up
Financial and human resources
Systems for quality assurance
Coordination and joint work
Structures for follow-up action and use
Goal: Study will inform ongoing efforts to improve development effectiveness and accountability through strong, independent evaluation systems.

3. Proposed Process
Led by Secretariat, using already available information to minimise member burden
Illustrative pilot survey of one member (Annex 2)
Draw on recent DAC Peer Reviews and other available data
Supplement with brief, targeted member interviews
Analyse trends and key features of member systems
Generate “evaluation profiles” of members
Draft report for review by Network (Fall 2009)
Final report (Winter 2009)
Present interesting findings to DAC (Senior level meeting?)
