1 Proposed Reform for EODB: UNIFIED EMPLOYEE REPORTING PORTAL (UERP)
for PhilHealth, Pag-IBIG Fund and SSS June 28, 2018, PhilHealth Board Room

2 Administrative Order No. 38, s.2013 -
To boost the competitiveness of the Philippines, the following were issued: Republic Act No “Ease of Doing Business (EODB) and Efficient Government Service Delivery Act of 2018” Administrative Order No. 38, s Creating an Inter-Agency Task Force to Initiate, Implement and Monitor EODB reforms.

3 WHAT IS EASE OF DOING BUSINESS (EODB) SURVEY?
looks at domestic small and medium-size companies and measures the regulations (procedures, time, costs, etc.) applying to them through their life cycle. PhilHealth, SSS and Pag-IBIG Fund (3 Social Agencies) are only involved in SAB & PT indicators:

4 in ‘Starting A Business’ indicator -
Reforms already implemented by PhilHealth in collaborations with other agencies: in ‘Starting A Business’ indicator - Securities and Exchange Commission – Integrated Business Registry System (SEC-IBRS) – Done in 2015 Philippine Business Registry (PBR) of the Department of Trade and Industry (DTI) – Done in 2013 Unified Employee Reporting Portal(UERP) – for approval by the Management

5 EODB Reform implemented by PhilHealth :
in ‘Paying Taxes’ indicator -   Electronic Premium Remittance System (EPRS) Online Payment - PhilHealth, introduced online filing and payment of health contributions in April 1, 2015. The impact of the reform has reduced the number of payments of health contributions from 12 payments to only 4 payments (DB2017) and finally to only 1 payment as reported in DB2018.

6 Proposed Reform for SAB indicator:
UNIFIED EMPLOYEE REPORTING PORTAL (UERP) for PhilHealth, Pag-IBIG Fund and SSS Online portal that can be accessed by employers in reporting their newly-hired (already on-board, or separated) employees. To be hosted by PhilHealth

7 Impact of the Proposed Reform
Why UERP? Impact of the Proposed Reform If UERP is implemented, together with the initiatives of Quezon City LGU, SEC, BIR, and felt by the public, and assuming that other countries maintain a status quo in the next round of the DB Report (2019):  The Starting A Business (SAB) indicator in the EODB may increase its rank from 173 to 82 or +91 notches and pull up our overall ranking from 113 to 103 or +10 notches.  EODB Report: Over-all Ranking of Philippines: Doing Business (DB) 2017 : 99 DB2018 : 113 DB2019 or DB2020 : 103 (?) Although SEC-IBRS and PBR have been duly acknowledged by the World Bank – International Finance Corporation (WB-IFC), still the number of steps and procedures were not substantially reduced since these newly registered businesses are still required to proceed to the social agencies to report their employees. Said requirement, according to WB-IFC, is still part of the SAB indicator as post registration activity. BUSINESS NEED - Streamline the procedural steps in Reporting Employees with 3 social agencies. Thereby making 3 steps to only 1. BUSINESS IMPACT - Streamlined processes will greatly lessen or cut the costs on both the government and the transacting public. Good EODB ranking will attract investors to set up businesses in the Philippines. - Accuracy and transparency on accounts monitoring brought about by the integration will DETER selective reporting of employees thus ensuring social protection coverage of all employees.

11 Thank You… For the Board to issue directives to the Management:
To proceed with the development of the UERP, subject to the ff: Organize the PhilHealth’s EODB Team under the OP / CEO to ensure effective and efficient inter-agency collaboration for the implementation of the Game Plan for Competitiveness; To coordinate with the appropriate agencies for the inclusion of the targets set by the EODB Task Force in the performance targets of PhilHealth in its corresponding performance-based incentive systems. To appropriate such amounts as may be necessary for the implementation of A.O. 38, s.2013 and to effectively accomplish the objectives of the EODB Act. (Such amounts shall be charged against the budget of the OP/CEO or to any available funds of the Corporation). Thank You…
