The Problem Policy development and management is the core business of NDOH, but… Ad hoc policy development processes undermines quality of policies and lengthens development and adoption timelines Policies do not follow a consistent format which complicates review, monitoring and implementation No comprehensive database of NDOH policies Policies are not reviewed/evaluated when scheduled NDOH leadership struggle to monitor progress of policy development and management processes within their teams

The Interventions Develop a NDOH Manual for the Development and Management of National Health Policies, Strategies and Guidelines Requires standardized workflows and frameworks Common 7 stage workflow Around 25 steps per workflow 1. The Interventions Develop and implement a Policy Information Management System (PIMS) Goal: make policy management more efficient and transparent within NDOH

PIMS Overview Organized into distinct 7-stage workflows for each policy process Same basic workflow for policies, guidelines, strategies, SOPs, and circulars Log-in credentials with permissions for only certain policy/guideline processes Store versions of documents developed at each stage and record key activities for each stage Quick access to guidance for each stage (eg, how to conduct a situation analysis) and tools (e.g., sample stakeholder matrix and implementation logic model) Share drafts with internal NDoH stakeholders electronically for review and commenting

PIMS Overview Track consultations and input from provincial DOH counterparts and civil society Dashboard for leadership to see how policy/guideline processes are progressing, including evaluations Maintains a master library of adopted policies Policies linked with other related policies Associated website that hosts final policies available to the public, including frontline implementers and provincial DOHs
