4. II - OVERALL FINANCIAL PERSPECTIVES
Following the financial perspectives for , here are the amounts allocated to EURLs and EURCs:
Activities 2017: 16.5 Mio EUR
Activities 2018: 17 Mio EUR
Activities 2019: 18 Mio EUR
Activities 2020: 18.8 Mio EUR
(These figures must be confirmed each year during the budgetary procedure.)

5. Changes in 2017 that may have a budgetary impact
Two new EURLs are in the process of being designated in 2017, one EURL for Lumpy Skin Disease and the other EURL for the Peste des Petits Ruminants. EURLs for Heavy Metals, Mycotoxins and PAHs are currently hosted by JRC Geel. They will stop their activities by the end of 2017 and three new EURLs should be designated in 2017, starting their activities in 2018.

In addition, a new EURL for foodborne viruses is planned to be proposed for a designation in the course of Moreover following the new Official Control Regulation one EU Reference Centre for animal welfare is expected to be designated in the course of 2017 (expected budgetary impact as of 2018 budget). Last designation: following the re-vamping of the animal breeding legislation a call for selection is intended to be launched in 2017 for a EU Reference Centre for zootechnics (expected budgetary impact as of ).

8. New Official Control Regulation and consequences on financing
Following the new Official Control Regulation which will be explained this afternoon, new EURLs concerning PLANT HEALTH and one EURC for authenticity and integrity of the agri-food chain are expected to be designated in 2018 to be financed as of Designation procedure will be different and explained this afternoon.

Moreover it is mentioned in Art. 163 of the new Official Control Regulation that grants may be awarded for accreditation of national reference laboratories in plant health.

Conclusion for 2017 financial year and coming years:
It will be necessary to make efforts and be more selective in the actions to be financed in order to stick with the available budget.

11. III – EXPECTED DEVELOPMENTS IN FINANCIAL AREAS
… depending on the entry into force of the new Financial Regulation (expected by 1/1/2018). A new Financial Regulation has been presented to the Council and to the Parliament. If and when adopted, it may have an impact on EURLs and EURCs from its date of entry into force.

12. a) Three-year-exercise:
For the next exercise we intend to launch a three-year-exercise covering as the new Financial Regulation, if adopted, allows yearly instalments.

b) Lump sums: The future Financial Regulation offers the possibility of a simplified procedure for implementation of lump sums: one set amount that we pay for the total project but the amount should be approved in advance based on an established methodology. If the new Financial Regulation is adopted and comes into force on we will try to introduce the system of lump sums which could be adapted to EURLs and EURCs. We will let you know in due time.

Main changes:
Staff costs: no more necessary to follow the 220 days basis;
Shipment of samples for comparative tests: open to third countries, not exclusively EU NRLs
