Create normative text for the e draft standard beginning with clause 7 and clause 9 text from 01/131 and clause 10 from 01/117r1 as a baseline, and
Replace every occurrence of QoS Interframe Space (QIFS), QIFS, QIFS[i], and TxQIFS[i] with Arbitration Interframe Space (AIFS), AIFS, AIFS[i], and TxAIFS[i], respectively.
Render unambiguous, using language selected by the editor, that backoff counters are decremented when CCA >= TxAIFS[i], meaning that highest priority traffic can transmit in the zeroth timeslot after DIFS, i.e. at DIFS, and does not conflict with PCF or HCF channel access.
Remove paragraph from 01/131, eliminating the proposed changes to the receiving sequence number cache.
Incorporate, using language selected by the editor, a technique similar to paragraph from 01/117r1 using a fractional aCWPFactor. Make corresponding changes to (QoS Parameter Set Element), and (Backoff Procedure). Stations are allowed to round fractions to an integer or lower resolution fraction.
Revise the statement machine description in 01/131 to become informative rather than normative.
Incorporate the TLT[i] concept from 117r1 section by creating new MIB variables, dot11MPDULifetime[0-7], which control, if provided at a station, the maximum holding time for an MPDU in station output queues after which it will be dropped.

I move that the normative text for the EDCF function be incorporated into the e draft standard using normative text taken from documents 01/117r1 and 01/131 according to the editing instructions contained in document 01/178.
