2. Phased introduction of DPF particle test
Phase 1: DPF test available at test station of RDW in 2019
Phase 2: Road Side Inspections (RSI) by the police in 2019
Phase 3: Mandatory DPF test in PTI. Target date 2021.

3. Planning legislation for DPF particle test
Concept regulation is almost ready. Final checks by lawyers.
Internet consultation and the European notification of the proposed regulation in this spring.
Amendment regulation planned to be published in the Dutch Staatscourant in September 2019.

4. DPF particle test at RDW test stations and RSI
Amendment regulation published in September 2019.
DPF tests can be done with the TSI NPET:
Certification by METAS is assessed as equivalent.
Measuring procedure of TSI NPET equivalent to NL proposal.
RDW carries out RSI tests in the role of technical support to police.

5. Planning of certification procedure by NMi
Discusions about certification procedure with manufacturers. At this moment 12 manufaturers are developing instruments.
NMi will set up procedure for the certification of PTI particle counters in 2019.
NMi expected to be ready for issuing national type approval certificates by the end of 2019.
Instruments expected be certified by NMi in early 2020.

6. Planning of introduction of DPF test in the PTI
PTI particle counters expected to be put on the market in 2020.
As soon as sufficient counters are available: DPF test becomes a
mandatory part of the PTI.
Making test mandatory can be easily done by deleting the provision
in the legislations that the DPF particle test is not done for PTI.
Target date for introducing DPF particle test in PTI is 2021.

7. PN measuring and the EU
First implement the current Directive 2014/454/46/47
Many infraction procedures are expected
Elections (this weekend)
Action on PN in maybe 5 years
