Meetings/ Interactions with: District & Block Officials Villagers, Community Members & Field Workers Constraints: Crop harvesting season which affected village level interaction Difficult to meet ALL field functionaries at the same time at village level 11 blocks Vacancies of BDO: 6 posts vacant

Enthusiasm among Districts Officials. Rigorous monitoring of DC Level Close coordination with State HQ. GoUP using GSA platform to monitor Schemes Fair amount of knowledge about Schemes Accelerated pace observed across visits Inter-District Variations Community Level Effectiveness of the Schemes (outreach, coverage, outcomes) dependent upon enthusiasm & regular availability of field functionaries Varying levels of awareness about Schemes/ Programme

4 Voices from the field District Team: Initiatives may be spaced out for better outcomes & easy internalization by implementing agencies Field Functionaries: Overstretched capacities (11 Blocks & 5 BDOs) Need for training and capacity building General feeling that honorariums disproportionate to the amount of work expected (MDM Cook, ASHA, AWW) Bank functionaries suggested that the targets should be fixed in a decentralized manner (taking into consideration existing account holders) Community Members: Highlighted the need for facilitators to resolve information asymmetries & IT related issues Recurring Issues: Piped Water Supply, Social Benefits (Pensions), Ration Cards & Waste Management

5 Learnings Unique opportunity to directly see cross-sectoral implementation of Schemes & assess the conditions of community based facilities Direct Interaction with the community members Range of problems discussed. Platform provides citizens to directly present their problems to the visiting officials Focused approach catalyzing innovations/ innovative solutions from the community (ODF to waste management) Platform can be used to disseminate information as well as motivate field workers

6 General Suggestions For Nodal Officers For Organizers
Discuss & plan visits as per the availability of the field workers/ community members Be receptive to feedback on other schemes since community members will present holistic problems and not necessarily sector specific ones For Organizers 2 Visits during the Abhiyaan period may suffice. The feedback/ reporting mechanism under GSA Portal is simple & user friendly. The flexibility in planning tours must be continued
