4 Data specifications: objectives
To draft Implementing rules for INSPIRE data harmonisation that will be achieved through harmonised data specifications in a two-step process: Definition of the conceptual framework services: to provide a firm starting point for specifications development and guarantee the coherence between the Implementing Rules Definition of Annex Theme and Scope: give overview description of the themes (on the top of the definitions) and clarify links and overlaps Generic Conceptual Model: define the harmonisation elements necessary to fulfill the requirements of the Directive; collect and consolidate the generic aspects of data specifications Methodology for Specification Development: Define a repeatable methodology for data specification development Guidelines for Encoding: rules for encoding spatial data for the purpose of exchange between two systems Data Specification development for each data theme listed in the Annexes Definition and classification of spatial objects, geo-referencing (all annexes) Relationships between objects, key attributes, multilingual thesauri, temporal dimension, updates , framework for unique identification (Annex I & II) Aspects of data consistency (between different level of details, cross theme, and cross border) have to be addressed Implementing rules should be based on standards (when exist) 2

6 Next Steps User requirement survey
Clarify data requirement of environmental policies and policies that have environmental impact: Focused on the description of applications (+ questions on the data itself) Planned timeframe: January-February 2008 Evaluation of the calls for Annex I Scenario 1 is not feasible 8 themes to be specified according to scenario 2 1 theme to be specified according to scenario 3 (Geographical grids) Selection of the TWG members –lists to be published soon Facilitators and Editors will be employed using the expert list of DG Research 2

7 Possible Involvement for the WISE community
Provide reference material for the Hydrography theme 40 items submitted for Hydrography (20/04/2007) Majority of the references came from NMCAs (32 items) Other relevant communities underrepresented (hydrography, hydrology, environment, geology, marine, etc.) Submission is possible till the middle of February (start of the work of TWGs) Participation in the TWG So far five domain experts have been selected from NMCAs, hydrographic and environmental communities 1-2 strong domain experts are welcome Participation in the User requirement survey Description of data requirements stemming from European legislation Description of cross border user scenarios Description of best national practices Data requirements should be expressed in terms of level of details, scale/resolution, attributes, etc Participation in reviewing Two options: 1. through the WISE SDIC; 2. through individual organisations (please avoid duplication of comments) Participation in testing Based on the first draft specifications to get early feedback for fitness of the purposes of WISE
