2 Issues with Pool Tiling
Tile Delamination Cracking of Tiles Discolouration of Grout Erosion of Grout Percolation of Water to substrate Aquatic entry $196k – 50m pool closure for 13 weeks Salaries $90k – over time with the role of the Supervisors, additional admin has been required and hours have not be moved between GL codes Utilities $61k – Junes haven’t been processed cleaning $60k – cleaning contract has been managed effectively and periodical cleaning has not been completed within timeframes

3 Resultant Problems with Failure of Tiling
Injuries to Users Loss of Revenue Additional operational expenditure Loss of Memberships Claims WorkSafe inspections & Audit Full/Partial Closing of facility Risks to Reputation Risk of Claims & Compensation Accelerated Progression of Tile Failures Unplanned Maintenance Expenditure Increased Operations Budgetary layout We provide a safe environment for staff to work in and the community to utilise the facilities. For the first 5 years GESAC was the highest score in Victoria for LSV platinum Pool Accreditation with 99.61%. With only losing 2 points on facility design and things that can’t be fixed (slide pool concourse width and acid dosing positioning in the plantroom) Platinum Pool Challenge – 1st place x 2, 2nd place x 1 and 3rd place x 1. Only facility in Victoria that has place since the program has started. Well-developed training for pool lifeguards. Industry recommend 4 sessions a year and we deliver 6- sessions at the centre Well established GESAC procedures and policies to support staff in performing their roles which allows management to feel comfortable which they are not on site. Also allows the Duty Manager confidence that if anything happens whilst they are working, there are processing in place to support their decision making. Full time staff experience and knowledge

4 Way forward – Solution 1 Re-Tiling
Not a lasting solution – Re-occurance expected Underwater Repairing – Expensive – Risk Management Dry repairs – require emptying the pool Cannot obviate water percolation to Substrate Operational Cost

5 Way forward – Solution 2 PolyUrea Expensive
Intensive Surface Treatment Better for Greenfield Sites Not yet popular Down Under Designs and Colours will be an issue

6 Painting (Epoxy Treatment/Pool Paint)
Way forward- Solution 3 Painting (Epoxy Treatment/Pool Paint) Medium to Long Term Solution (6-8 years) Widely Used Low Maintenance Low risk Ease of Cleaning No edges or Grouts

7 Way forward Re-tiling Not a lasting solution

12 Painting - Considerations
Emptying of Pool Duration of Closure 2 to 4 Weeks Round the Clock Works Method of Tile Removal Preparation of Surface – Grinding or Water Jetting Surface Treatment & Repairs to Shell Treatment to protrusions and existing Tile edges No. of Coats & Final colour Slip Resistance Treatment Curing Period Water Refill & Heating Staff performed well under the circumstances however we are extremely lucky that something serious didn’t occur at CSC and CRC. There weren’t policies and procedures in place to support the staff working at the sites and also put Council at risk. Rostering is too time consuming and we need to review how to improve time resources spent on completing the rosters.
