DA Military Awards Program
Purpose and Objective DA Military Awards Program The goal of the total Army Awards Program is to foster mission accomplishment by recognizing excellence of both military and civilian members of the force and motivating them to high level of performance and service. The objective of the DA Military Awards Program is to provide tangible recognition for acts of valor, exceptional service or achievement, special skills or qualifications, and acts of heroism not involving actual combat. Award Timeline Example.
Policy, Precedence, and Information Time Limitation Recommendation for an award of a military decoration must be entered administratively into military channels within 2 years of the act, achievement, or service to be honored. An award recommendation will be considered to have been submitted into official military channels when it has been signed by the initiating officer and endorsed by a higher official in the chain of command. Meritorious Service Medal The goal is for Soldiers to PCS, ETS, or RET with an award prior to their departure from HQs. Army Commendation Medal PPD must DIFFER from the THRU DT BATTLION S-1 AAM: Submit to command headquarters 30 days prior to PPD for approval. ARCOM: Submit to Brigade S-1 60 days prior to PPD. MSM: Submit to Brigade S-1 90 days prior to PPD. Army Achievement Medal BRIGADE S-1 ARCOM: Submit to command headquarters S-1 60 days prior to PPD for approval. MSM: Submit to G-1 NLT 90 days prior to PPD. BSM and above: Submit to G-1 NLT 120 days prior to PPD. Award Timeline Example. AR , PARA 1-14

Character of Service A medal WILL NOT be awarded or presented to any individual whose entire service subsequent to the time of the distinguished act, achievement, or service has not been honorable. Exceptions… Soldiers who are FLAGGED for Overweight or Army Physical Fitness Test failure may be recommended for and presented an award based on Valor and Heroism. Valor is defined as heroism performed under combat conditions. Heroism is defined as extreme courage demonstrated in attaining a noble end. AR , PARA 1-17

Only ONE decoration will be awarded to an individual or unit for the same act, achievement, or period of meritorious service. Wartime Service The award of a decoration for wartime service does not preclude a service award at the termination of a PCS or ETS assignment. These recommendations will not refer to wartime service, which have been previously recognized by award or decoration during the period of award. To ensure that a deserving act, achievement, or service receives Prompt recognition, the appropriate authority may promptly award a suitable lesser military decoration pending final action on a recommendation for a higher award. When the higher award is approved, the approving authority will revoke the interim award. Policy, Precedence, and Information Interim Awards CPT Jones has been recommended for a Meritorious Service Medal for her exceptional performance as the Headquarters Commander for 96th Aviation Support Battalion. Although the award was submitted promptly to the G-1, the approval authority is on temporary duty and will not return prior to her PCS departure. In this instance, COL Henshaw the 101st Combat Aviation Brigade commander has approved an interim ARCOM to ensure she is appropriately recognized at her change of command ceremony. Example scenario. Posthumous Awards When considering an award recommendation, the characterization of the Service member's death will not be used as the sole purpose for determining approval or disapproval of an award. Preparation and Presentation Ensure orders indicate that the award is being made posthumously. Engraved medals and certificates will not include the word posthumous. If posthumously promoted to a higher grade, both the certificate and orders should reflect the grade to which promoted. Presentation of the award will be made to the recipients primary next of kin. This decoration may be pinned to the recipients clothing or handed in an opened decoration container. The primary next of kin has the right to decline the formal presentation of all U.S. Army decorations. AR , PARA 1-24

Announcement of Awards General Order Service Medals and Ribbons Permanent Order Awards made by the President, the Secretary of Defense, and the SECARMY will be announced in a Department of the Army General Orders. Awards of decorations and the AGCM will be announced in Permanent Orders (POs) by the appropriate awards approval authority. Permanent awards of badges will be announced in PO’s by commanders authorized to make the award. Service medals and service ribbons are administratively awarded to individuals who meet the qualifying criteria.

Amendment of Awards Used correct minor errors (incorrect spelling of names, initials, social security numbers, erroneously numbered oak leaf clusters, and so forth) appearing on awards orders published by other commanders by issuing an amendment to the orders. Amendment of orders will be prepared according to AR Copies of such orders should be distributed as specified in that regulation. When an error cannot be corrected by an amendment to the orders, it will be returned to the command which issued the erroneous order or, in the event that the command no longer exists, to Commander, U.S. Army Human Resources Command, Awards and Decorations Branch for corrective action.

Revocation of Awards An award may be revoked by the awarding authority if facts subsequently determined would have prevented original approval of the award had they been known at the time of presentation. Most common request for the revocation of an award are due to Reconsideration, Appeal, or Upgrade of previously approved award. Commanders authorized to award combat and special skill badges are authorized to revoke such awards. An award, once revoked, will not be reinstated except by the Commander, U.S. AHRC, Awards and Decorations Branch. Things to be considered… Failure to be reassigned or separated as originally scheduled does not constitute grounds for revocation of an awards, which has been presented. In making this decision, the awarding authority may consider a statement of concurrence or non-concurrence (with comments) from the awardee within 10 working days upon receipt of notification of revocation.

Awards Submission Process
Individual Decorations Approval Authorities: Peacetime Wartime DA Form 638: Used to initiate, process and approve award recommendations of all U.S. Army individuals decorations (including valor and heroism) Typed or handwritten in black ink (wartime) Becomes permanent order upon approval Awards made by the President, the Secretary of Defense, and the SECARMY will be announced in a Department of the Army General Orders (DAGOs). You were also informed that command and staff is in the next 20 minutes and you required to cover down on this briefing. You notice that there are multiple discrepancies between your award tracker and the data depicted on your command and staff briefing slides from your subordinate units. How would you remedy this situation? COA 1: Brief your command team during the command and staff that your subordinate units are not meeting the standard? COA 2: Notify your subordinate units about the discrepancies this evening and attempt to rectify the problems tonight prior to the command and staff briefing? COA 3: Brief according to the last updated Brigade S-1 Awards tracker and disregard the Battalions data. SHOW SLIDE 24: CONCRETE EXPERIENCE: WHAT WOULD YOU DO? 1. Display slide. 2.
