Next ICAO Workgroup meeting is scheduled for March 2019 at HeliExpo in Atlanta, GA (USA)
Comprehensive update of heliport manual, dividing it into two sections to address separate onshore and offshore heliports.
Annex 14 Volume 2 Offshore section Guidance Material release is delayed until October 2018 with an effective date of December 2018.
CAA UK
CAP 437 Edition 8 Amend 1 Published.
Areas revised include heli-refuel, CH lighting system requirements and friction test values. Chapter 5 falls in line with the new helideck ARFF guidelines being developed for the new edition of ICAO Annex 14 Vol II

Circle and H lighting system failures - Still ongoing and it seems getting worse. Several UK operators have reported system failures, some curtaining night flying ops due to the failures.  
Primarily failures based on the plastic coaming systems cracking, defective seals, broken studs, cable damage and panel buckling
It looks like the system failures are only based on the plastic cover systems which only a few companies have marketed, the metal plates / covers have had no reported issues (bar extended securing studs on one companies system which has been rectified).
There was call for the CAA to potentially revoke approvals until a fix is in place for the systems that are failing. It was noted that whilst the CH lighting systems is without doubt a step change in safety, the failures may have the opposite affect i.e. may be the cause of a possible flight safety incident.

OGUK ASTG (Oil & Gas UK Aviation Safety Technical Group )
Decommissioning - The UKCS are going through a series of decommissioning projects in the North Sea, obviously this has an impact on aviation. OGUK have developed a set of decommissioning guidelines, however the aviation interests regarding the impact on helidecks needs to be further developed. ASTG membership has agreed to share information regarding decommissioning and its impact on aviation. Additionally a section on decommissioning will be included into the new edition of the Oil and Gas UK Guidelines for the Management of Aviation Operations.  
Perimeter nets - The current HSE / UKOOA guidance (referenced by many oil and gas operators) was issued some 10 years ago and it is time to review the guidance to reflect the changes that have occurred regarding new perimeter net systems, specifically new types of net and ways of testing (sacrificial strands / panels). A task and finish group will be set up to review the current guidance and update as necessary.

Refueling training standards - Several companies deliver offshore refueling training in the UK, however there is no approved standard to train to or competency check against (the current OPITO Refuel Manual is not a standard). Based on feedback from aircrew and oil companies, it was decided that refueling team training and competence should be revisited. The ASTG via the OGUK Board has directed OPITO to develop a training and competency standard for offshore helicopter refueling.

HSAC influence in HeliOffshore – Linking pin principle to align regional initiatives and channel efforts.
Helideck Design Familiarization Course – Giving back to HSAC members. Providing insight in developed RP’s for purpose of broader acceptance and adoption. Next year a familiarization course for Helideck Management (HSAC RP ) is foreseen.
-3 Subcommittee – Great progress has been made with a smaller workgroup developing this RP using weekly teleconferences and recently 2 face-to-face meetings. Details to follow…
