Provider offers a service at a given layer AND is accountable for all issues in any lower layer. It is important to develop a successful strategy and roadmap to use cloud to drive not just cost savings, but also revenue and growth. It is even more critical to first define what success means – it is easy to stand up a cloud – but what defines a successful cloud project to you.
