Welcome Background Vacancy Process Timeline T’s & C’s The Marine Management Organisation (MMO) is an executive non-departmental public body of the Department for Environment, Food and Rural Affairs. We license and regulate marine activities in the seas around England and Wales so that they're carried out in a sustainable way. We’re responsible for: Managing and monitoring fishing fleet sizes and quotas for catches. Ensuring compliance with fisheries regulations, such as fishing vessel licences and quotas for fish and seafood. Managing funding programmes for fisheries activities. Planning and licensing for marine construction, deposits and dredging that may have an environmental, economic or social impact. Making marine nature conservation byelaws. Dealing with marine pollution emergencies, including oil spills. Helping to prevent illegal, unregulated and unreported fishing worldwide. Producing marine plans to include all marine activities, including those we don’t directly regulate. Welcome Background Vacancy Process Timeline T’s & C’s ABOUT THE WORK AREA – UK Overseas Territories Blue Belt Team What are we doing? We are commissioned to deliver the UK Government’s commitment to enhance marine protection of over four million square kilometres of marine environment across UK Overseas Territories (UKOTs) by 2020. Specifically, in partnership with the UKOTs and stakeholders, we are (a) improving scientific understanding of the marine environment; (b) developing and implementing evidence-based, tailored marine management strategies, including novel and effective approaches to surveillance and enforcement. This is particularly challenging because the territories are very remote and sparsely populated areas; and (c) ensuring management is sustainable and long term. Why are we doing this? Because the UKOTs are home to over 90% of the UK’s biodiversity, it is vital that we put effective systems in place to protect these globally significant marine areas. We also need to ensure that we are able to provide the best, up-to-date scientific advice on how these thriving ecosystems can be supported and enhanced. We are also committed to helping the local populations maximise the potential economic and social gains that can be reaped from the Blue Belt Programme. Who is involved? The Programme is an innovative partnership between two world-leading agencies of the UK Government, the Centre for Environment, Fisheries and Aquaculture Science (Cefas) and the Marine Management Organisation (MMO), in partnership with the Overseas Territories, the FCO, Defra, NGOs, industry and the academic community.  Candidate Information Pack

Welcome Background Vacancy Process Timeline T’s & C’s CASE STUDY Joanna Stockill – Previous Head of Marine Management The Blue Belt team is a great team to work in, we are all very passionate about what we do and keen to get the best outcomes for the OTs. The team is dispersed, so it is really important to make sure that we all communicate effectively to make sure our work is integrated across our team and with Cefas. Meetings are important for this, either face to face or using other comms tools, and regular calls with the people I manage, or teams based out in the OTs are essential. You will need to be able to travel to meetings regularly, and occasionally overseas. This role is important in making sure that science, data and evidence is used effectively in developing management strategies for the OTs, whether that be supporting MPA designation, or setting up a new system and legislation for licensing marine development activities, or developing management plans. You will oversee technical input and lead on projects which are relevant to a number of OTs, especially where these require collaboration across other delivery bodies or with other programmes. It is also very important to join up effectively with the Heads of Compliance and Enforcement to ensure management strategies are implemented. Being able to see the bigger picture and links with other drivers is important, but you will also need to be able to get into the detail and delivery. There is considerable external scrutiny of the programme and our work attracts a lot of interest from MPs and other stakeholder organisations. Candidate Information Pack

Salary: £ 45,200 – 55,277 Non civil servants will start on the minimum About the Job As Head of Marine Management and a key member of the Blue Belt Team you will play an important role in ensuring that the MMO is successful in meeting the government’s commitment to double the area of ocean under marine protection across the UK Overseas Territories (OTs). You will oversee the delivery of various projects for the overseas territories to support designation of MPAs and ensure that their waters are effectively managed and protected. This may encompass a wide range of marine activities including: Recreation and tourism (recreational fishing, diving, wildlife watching etc), Pollution management, Marine development and extractive activities Invasive non-native species You will work closely with delivery partners to ensure an integrated approach is taken to management in the OTs. Management will encompass various activities (e.g. tourism and development), aspirations (e.g. economic growth and environmental protection) and aspects of the system (e.g. policy, legislation and implementation). Promote joint working with the OTs. Promote joint working with other organisations currently working within the OTs to identify common goals and avoid duplication. Experience working in integrated marine management context (legislation, policy, management, compliance, enforcement) Highly articulate, with great leadership skills, comfortable influencing at senior levels; Ability to work independently to deliver results within agreed timescales Able to work in complex programmes, adjust quickly to change and generate new and innovative approaches to problems. Experience of working with a range of stakeholders to secure buy-in and support on projects. Desirable criteria for this role: Knowledge of UK OTs context Experience of delivering large scale projects including resource and budget management Strong IT skills with a good working knowledge of all Microsoft packages. Welcome Background Vacancy Process Timeline T’s & C’s Security Clearance: Conflicts of interest: Pre-employment checks will be undertaken in accordance with the HM Government Baseline Personnel Security Standard (BPSS). The BPSS comprises verification of four main elements: Identity employment history for the last three years nationality and immigration status, including the right to work criminal records check for unspent convictions also known as a Disclosure and Barring Service (DBS) checks. In some circumstances enhanced checks may also be required however candidates will be advised if this is the case. Additionally, successful candidates are required to give a reasonable account of any significant periods (six months or more in the past three years) of time spent abroad. The DBS checks are designed to provide clarity on any unspent convictions and therefore the provisions of the Rehabilitation of Offenders Act (1974) apply.
