1 How to Reissue and Finish Reissuance

2 Objectives Understand how to create, edit, delete, and finish a Permit Reissuance in Progress Understand how reissuing a Permit affects the current Permit Additional Information

3 General Overview Users may reissue the following Permit Types
Master General Permits This reissuance does not trickle down to the corresponding GPCF Individual Permits General Permit Covered Facilities To initiate a Permit Reissuance, the Permit must be Expired Administratively Continued Effective Additional Information

4 General Overview The following Permits cannot be Reissued
Permits with Unsubmitted DMRs Permits with a Reissuance already in progress Unpermitted Facility Permits Terminated Permits Pending Permits Additional Information

5 Reiss. in Progress Permit
General Overview ICIS–NPDES Makes a Copy of the Current Permit Reissuance in Progress become Current Permit Reiss. in Progress Permit Current Permit Current Permit User Clicks Reissue User Makes Edits User Clicks Finish Additional Information Archived Permit Original Permit is Archived

6 General Overview When a user reissues a Permit, ICIS–NPDES copies the current Permit into a “Reissuance in Progress,” which is Editable Not in effect until the user “Finishes Reissuance” Additional Information

7 Search for NPDES ID Check Select button and Click Reissue
Note: Can only reissue an Expired, Admin Continued and Effective Permit

8 Creating the Reissuance in Progress
When creating a Reissuance in Progress, the user must first enter new data in the following fields Permit Issue Date Permit Effective Date Permit Expiration Date The Reissued Permit’s Effective Date must be later than the current Permit’s Effective Date Expiration Date should be set for 5 years Additional Information

9 Warning message Read message and click OK

10 Review Effective and Expiration Date
Click on Limit Sets when done

11 Review Limit Set Monitoring and DMR Due Dates
Select a Limit Set when done

12 Review Schedule Click on Manage Schedule

13 Manage Schedule Make edits and click Done

14 Review Information Click Save and Continue when done

15 Finish Reissue Return to the Basic Info tab.
At the bottom of screen, locate and click Finish Reissue

16 Creating the Reissuance in Progress
When ICIS–NPDES copies a Permit to create a Reissuance in Progress, the following data are copied Basic Permit Information, including Application Received/Complete Application Received Dates Major/Minor Status as of Reissuance Effective Date Compliance Tracking Status as of Reissuance Effective Date All Permit RNC Status data All Component data Additional Information

17 Creating the Reissuance in Progress
When ICIS–NPDES copies a Permit to create a Reissuance in Progress, the following data are copied All Permitted Features Active Limit Sets Base and Permit Modification Limits in effect as of the Reissuance Effective Date EA Limits with Limit End Date after the Reissuance Effective Date Date-Based Narrative Conditions Does not copy Date-Based Narrative Conditions Additional Information

18 Editing a Reissuance in Progress
There will be a visual indicator on the screen when editing a Reissuance in Progress Reissued Permit dates cannot be changed All other Permit (current permit) data can be edited until the Reissuance is finished When editing a Reissuance in Progress, the system will not update Violations or DMR records Additional Information

19 Finishing Reissuance A Reissuance cannot be finished until the Reissuance Effective Date is reached The user must manually finish the Reissuance with the FINISH REISSUE button Once the user finishes the Reissuance The current Permit is archived and retained as an uneditable record – Access through the History section hyperlink The reissuance in progress becomes the effective Permit Expected DMRs and violations on the effective and archived Permit are updated Request has been made to be able to Finish Reissuance prior to the current date.

20 Finishing Reissuance Overlapping received DMR data will be moved from the archived Permit to the reissued effective Permit Note: DMR data cannot be orphaned by reissuance: If there are received DMR values for Monitoring Period End Dates that fall on the Reissued Permit, the Reissued Permit must contain the Limit Set and Limits for the received data Additional Information

21 Deleting a Reissuance Permit Reissuance cannot be “Undone”
However, a Reissuance in Progress can be deleted A Reissued Permit can also be deleted When the Reissued Permit is deleted, ICIS–NPDES reverts to the previous Permit Additional Information
