Suspension of habeas corpus may happen when rebellion or invasion of public safety may require it.

Slow work, stop work, refuse to flee with masters.

4. Draft Laws
Enthusiasm for war declines, conscription (draft) laws are enacted.
Rich men of the South pay substitutes to replace them in the war efforts.
