Is your NAV server Internet-facing? (Does it have an external IP address / FQDN?)
Do you have a TCA (approved 3rd Party) issued SSL certificate for your NAV server (and is your NAV service set up to use it?)
Are you using the NavUserPassword or O365 authentication method (for at least one of your NAV services)?
Are ODATA Web Services enabled?
Is the ODATA Web Services port exposed for external access and SSL?

If your organization has paid for a specific SKU of PowerApps, ask you Office 365 Admin to assign the paid SKUs to the appropriate users
You can have some users on a paid SKU, and others on a free SKU
Users of free SKUs will not be able to access apps that utilize premium SKU features
