3 How can the parent forum get involved in the commissioning and delivering of Health services?

4 Clinical Commissioning Group
To help shape and develop health services Parent forums should be involved with their Clinical Commissioning Groups (CCGS) CCGs make the decisions about money and commission specialist services such as OTs, SLTs and CAMHS

5 How can we approach Islington CCG?
Having a meeting to discuss needs and priorities (today) Research the law to have a better knowledge and understanding and to find a way in Matching your priorities with CCG’s

6 Is that happening? Are you informed?
Research the law to have a better knowledge and understanding and to find a way in National duties around participation: NHS Constitution: ‘The NHS belongs to the people. It is there to improve our health and wellbeing…’ ‘NHS England will ensure that public, patient and carer voices are at the centre of our healthcare services, from planning to delivery. Every level of our commissioning system will be informed by insightful methods of listening to those who use and care about our services’ Is that happening? Are you informed?

7 NHS Act 2016 and Health & Social Care Act 2012
Strengthened NHS constitution by defining the following duties: Duty to promote involvement of each patient & duty to involve Public participation duties on CCGS and NHS England Duty to reduce health inequalities Way in: NHS and CCGs have a duty of participation and involvement

8 SEND Reforms Section 19 Duties
New duties to involve children, young people and their families with regard to: The views, wishes and feeling of the child, young person or parent The importance of their full participation in decisions The importance of their being provided with the necessary information and support to participate: Is this happening? Is the information clear and accessible? The need to support the child or young person to achieve the best possible educational and other outcomes, preparing them effectively for adulthood: Is there good information about transition? Is there enough support from the age of 9? We already have a way of getting involved in our Local SEND inspections – important to participate

10 priorities for commissioners Active support for self-management – i.e. avoid family breakdown, crisis Primary intervention Secondary prevention – having an existing condition that develops into a second one - i.e Autism escalating to mental health problems Managing ambulatory care sensitive conditions – stopping children from going to hospitals Improving the management of patients with both mental and physical health needs Care co-ordination through integrated health and social care teams - Parents often report a lack of communication between professionals Improving primary care management of end-of-life care Effective medicines management – i.e. antipsychotics given to children with learning disabilities? Managing elective activity – referral quality Managing emergency activity – urgent care

Important to focus only in 2 or 3 priorities We can discuss the needs of this group today and try and match it with CCG’s priorities at our next meeting We have invited a health professional to explain the health system structure and priorities in Islington

Family carer participation in the development of services – co-production Lack of follow-up information, on results and service specifications, after parents participate in consultations for the development of disability services Support on preparing for adulthood from the age of 9 Lack of communication between professionals
