The HUDCC, an agency under the Office of the President, was created by virtue of Executive Order 90, issued in during the Aquino Administration. Under the said EO, the HUDCC serves as the oversight, the over-all coordinator, initiator, enabler and facilitator of all government policies, plans and programs for the housing sector. It sets the overall direction and targets for the sector, determines strategies, formulates appropriate policies, monitors and evaluates the programs, projects and performance of the implementing shelter agencies. HUDCC provides overall administrative supervision to the following Key Shelter Agencies: NHA – the housing production arm for the bottom 30% of the income population, HDMF- funder/lender for housing of its members, SHFC – also a funder and lender for housing/secure tenure projects for organized informal settler-families or community associations, HLURB- the regulatory body for housing and NHMFC and SHFC as the fund mobilizers thru securitization and extension of guarantees on mortgage originated by private commercial banks and real estate developers.
Under EO 20 issued in 2001, the HUDCC Chairman was elevated to the rank of Department Secretary and designated him as a Cabinet Member.

Conceptualization/consultation on housing project
Since informal settlements in the City of Balanga is one of the problems/issues that needs to be addressed, the City is tasked to undertake various activities to focus on socialized housing and resettlement issues because often than not, informal settlers are located in the most undesirable and less infrastructure in the area, the people who live there are the most susceptible to the effects of flooding and natural disasters.
