Environmental Advisory Board
Appointed July 25, 2006 Advise Council on matters related to: environmental quality and policy; fuel efficiency; and environmental awards and recognition programs. Growing environmental concerns Council approved creation of the advisory board in June 2006 With purpose to advise Council on environmental matters including fuel and energy efficiency, environmental education and awareness, environmental awards and recognition programs, environmental quality and safety, and the development and implementation of City environmental policy.

Three Areas of Focus Five Year Goal: Should the City of Raleigh consider having a goal of reducing the City’s use of fossil fuels by 20% over five years? Kyoto Protocol: What does committing to abide by the Kyoto Protocol mean and should the City of Raleigh consider making such a commitment? Energy Efficiency: What recommendations should Council consider relative to improved energy efficiency in buildings? - Council asked EAB to focus on three questions. - Although the board recognizes recommendations for these areas may not be mutually exclusive of each other, in order to better manage the wide breadth of information/resources available for these issues, they have decided to focus on each issue separately starting with fossil fuels. - Once process complete (research, discussion, recommendation) the board will move on to the next question.

Research Conducted – Fossil Fuel
City-wide review of fuel use by department. Review of department operations as related to fuel consumption and use. Review of best practices from municipalities across the state and country. Review of local initiatives/practices in both the public and private sectors. - much background research has taken place to bring Council “up-to-speed” on city operations, city environmental programs, and other national and local initiatives that have proven successful in addressing the issue of fossil fuel reduction.

Next Steps Fossil Fuel Recommendations Kyoto Protocol
Presented and approved on April 17, 2007. Set goal for City to reduce fossil fuel usage by 20% over the next five years. Kyoto Protocol Currently under consideration. U.S. Mayors Climate Protection Agreement International Council for Local Environmental Initiatives (ICLEI) Cities for Climate Protection Campaign – Board has voted to recommend to Council. Building Energy Efficiency Leadership in Energy and Environmental Design (LEED) Wake County Standards

Environmental Projects
“LED” City – CREE Partnership Light Emitting Diodes Municipal Parking Deck Randleigh Farm Project Convention Center Other Environmental Programs CREE - partnership with CREE announced on Feb.12th - hope to serve as a model for other cities considering more energy efficient infrastructures - LED in municipal parking garage estimates show a 30-40% reduction in energy usage - helping CREE to think about efforts of interest in the municipal market; Raleigh to serve as “beta” testers RANDLEIGH - model for sustainable development - planning stages; prelim includes mtns to sea trail; open space; bio-solids apllication; two schools (energy efficient); park and env. Education center focused on water quality issues. CONVENTION - incorporated LEED principles in design of building
