Identify building blocks of cooperation Examine cooperation practices Provide recommendations for stronger collaboration to help support the ESS Vision 2020 As Pieter has mentioned, the TF cooperation models was mandated to "identify, examine and provide recommnedations" for buidling blocks to strengthen cooperation in the ESS.

To facilitate coordination within the ESS and globally, this framework is aligned with the globally recognised GAMSO model and with the specific ESS model developed to support the Vision – the Enterprise Architecture Reference Framework (ESS EARF). Structure of the report
3. Two new models proposed: Pooling of staff: group of experts in same location or virtually NSI specialisation: one or several ESS partners carry out a defined step of production process or a limited data set for others 4. Recommendations to improve current models 3. As requested, the task force proposes exploring the potential of two new models: pooling of staff (focus on the development of human resources) and specialisation of NSIs (focus on processes and products). to further advance collaboration within the ESS 4. Finally, the TF makes some recommendations to further optimise existing ESS cooperation models, , such as the ESSnets or Centres of Excellence. The report was submitted to the RDG and the VIG for consultation: in January and April (RDG) and January (VIG), respectively.

Outcome of May ESSC The report presented to the ESSC on 19 May "The ESSC appreciated the report on cooperation models within the ESS presented by the RDG Task Force on Cooperation Models to support the implementation of the ESS Vision 2020." The opinion of the ESSC, I quote: "The ESSC …

Outcome of May ESSC "While considering the ideas put forward in chapter 4 (the new models) as premature at this stage, the ESSC members asked Eurostat to work on the implementation of the other recommendations made by the TF." ESSC Opinion: The ESSC appreciated the report on cooperation models within the ESS presented by the RDG Task Force on Cooperation Models to support the implementation of the ESS Vision 2020. While considering the ideas put forward in chapter 4 as premature at this stage, the ESSC members asked Eurostat to work on the implementation of the other recommendations made by the Task Force.

Concerns expressed at the May ESSC
• Proposals for stronger cooperation via pooling of staff and specialisation seem to be premature (CZ, SE) • Specialisation is not a workable way forward (NL, UK); we see a number of critical risks to this approach (DK); model needs further analysis on implications before implementation (HR, SK, LT) Several delegates raised concerns on the two new models proposed, pooling of staff and specialisation of NSIs. judging that further work on this area would be premature:

Next steps Eurostat to implement recommendations to improve functioning of existing cooperation models 27 recommendations clustered mainly around: - Better organisation/project management - Improved communication/implementation of results The ESSC thanked the TF for its works and asked Eurostat to manage the implement ion of the recomnendations made in the report.
