Why is this important now?
a. Low public satisfaction driving local and national political concern b. The local highway network is a key enabler for local growth c. Major risks arising from failing asset types (flooding, congestion and public safety etc) d. There’s an opportunity – infrastructure and strategic highways governance are changing and there is a risk to these from an underperforming local network Local highways (not just roads but drainage, lighting etc) are vitally important in helping create places as well as being assets in their own right Its not just about condition but about their use by enerybody An appropriate time to have a look and answer some questions Terms of reference based around the TSC call for evidence Review the condition of local highway infrastructure in England and how it has fared over time, particularly compared with other parts of England’s road network; The direct and wider economic and social costs of not maintaining local highway infrastructure; The quality of monitoring and reporting of local highway conditions; Whether the current approach to the governance, management and funding of local highway infrastructure is appropriate and whether it needs to be improved; The suitability of governance structures for maintaining local highway infrastructure and whether any changes are required; The funding requirements of local highway infrastructure and the suitability of current funding streams for the immediate and longer-term future; Whether there is a role for alternative models for local highway infrastructure maintenance and investment; and The regional distribution of local roads funding across England e. Action for Roads & Major Road Network f. Transport Select Committee looking at this and feeding into the spending review

What would good look like?

What are the barriers? a. Condition of highway infrastructure assets is incomplete, inconsistent, and complex b. Too many bodies undertaking management and governance c. Not a closed network so use is not directly managed and the assets are subject to interventions by third parties e.g. statutory undertakers and developers d. Funding is not directly linked to purpose and comes from a range of different sources. Often allocated by ad-hoc competition and at short-notice rather than asset need which can waste revenue resources in failed bids.
