ISAT Changes 2006 reformat Colored tests Vertical scaling
Student-friendly Motivating Vertical scaling All students compared on a single scale Each grade must score a higher minimum to be passing
4
ISAT and PSAE ISAT used in grades 3, 5 and 8 from 1999 to 2005
ISAT used in grades 3-8 beginning in 2006 PSAE used for 11th graders beginning in 2001 We now have at least 10 years of data for each assessment and for grades 3, 5, 8 and 11 in mathematics

6
Target Passing 11th graders – As a state, Illinois juniors missed target (55%) beginning in 2007 With current pass rates in the 80 percents, 3rd – 8th will miss the target (92%) in2012 For the ISAT just completed in 2011, the target pass rate is 85%

Becomes roughly steady through 8th grade then drops once in high school.

Big jump down in enrollment. Close to 15,000 students each year.

PSAE All juniors required to take PSAE ACT: College Readiness
Minimum score: 22 How to prepare for college Work Keys: Workforce Readiness Problem-solving and reasoning 5 levels of problems Level 3 – single step problems Level 4 – one/two operations, averages, easy fractions Level 5 – extra information given, perimeter, area Level 6 – rearrange formula, find mistakes in previous levels Level 7 – nonlinear functions, conversions, area, volume How to prepare for the workforce Level 5: Area and perimeter of basic shapes; Level 7: area and volume of figures like cones, spheres, etc.; PSAE score combo of Act and Work Keys

One Possible Solution: Drop outs. State of Illinois drop out age is 17 aka 11th grade. ACT score is increasing over the years = more students college ready.

ACT vs PSAE 2006 2007 2008 2009 2010 ACT % Pass 34 37 38 IL Avg. Score
20.3 20.4 20.7 National ACT % Pass 42 43 National Avg. Score 20.8 21.0 PSAE 54 53 52 ACT goes up, but PSAE stays the same. PSAE is combo of ACT and Work Keys – does this mean that students are becoming worse at Work Keys? Only six states require 100% of students take ACT - Colorado, Illinois, Kentucky, Michigan, Tennessee, and Wyoming. Optional in other states. States that have a higher % take ACT, average score lower than those that have smaller % take. Ex. Arkansas 81% ; Connecticut 24%

Conclusions NCLB work? – No More students college ready?
Goals too lofty – impossible to achieve, why? More students college ready? The percent of Illinois students deemed college ready in math has gone up in last 5 years—even though all are now required to take it ACT scores up and PSAE scores steady => Work Keys going down Reading, multi-step problem solving skills need to improve What can be done? New common core standards Higher standards for our students
