2 Institutional setting and IT tools
Legal obligation: Directive 2001/80/EC (Large Combustion Plants - LCP) - Annex VIII (B) requires annual reporting of energy input and total emissions to air (SO2, NOx and dust) from all large combustion plants, on a plant by plant basis (LCP reports). Electronic reporting tool (web-form) was developed to improve the accuracy and completeness of Member States’ LCPs reports (deliveries are made through EEA Reportnet); Around 20 Quality Assurance/Quality Control checks (QA/QCs) are run automatically and also the European Topic Centre on Air Pollution and Climate Change Mitigation (ETC/ACM) verifies LCP data submitted by Member States, by a two steps process by providing Excel feedback files to them; Further, LCP Datasets are aggregated into an European LCP database and published on the EEA website and integrated in the E-PRTR website to ensure access to the public;

5 Overall workflow, timing
EU Member States prepare LCP reports by using the web-form by 31 March every year. During this process, automated QA/QCs are run by the countries (schema validation and thematic checks) after filling in and saving data in the web-form. During April – May, EEA analyses MS LCP reports and provides feedback files (Excel) to countries flagging potential outliers or errors; MS are invited to answer and provide clarifications to the feedback files; In case a MS confirms that the LCP report contains errors, the MS will have to resubmit it’s LCP data (by web-form) together with an explanatory file (Excel) into an envelope in CDR. The overall aim of this process is to improve the quality of the European-wide data on Large Combustion Plants, in terms of completeness, accuracy, consistency and comparability.
