7 Eligibility Criteria Charged with a criminal offense in Coconino County “High Risk” and “High Need” Resident of Coconino County at time of offense Not be a danger to the public No sex or Dangerous offenses

8 High Risk/High Need Research shows that Drug Courts are effective in treating participants who are “High Risk/High Need” High Risk: Participants who have a high prognostic risk of failing standard rehab programs and standard probation High Need: Participants who have a high criminogenic need for treatment, i.e., are substance dependent (addicted)

12 Recovery Court Requirements
Coconino County Recovery Court assists High Risk and Need offenders through an intensive supervision and treatment program. The year-long (minimum), four-phase program requires: Frequent court appearances Intensive substance abuse treatment Frequent and random drug and alcohol testing Frequent and random Probation contacts Support group attendance Other services as necessary for mental health, housing, education, voc-rehab, anti-social (MRT) Engagement in pro-social activities Full-time employment, school or community service Extended Clean & Sober time prior to Graduation Payment toward fines and fees

13 Goals Give participants the tools and motivation for a lifetime in Recovery Improve public safety by reducing recidivism Reduce criminal justice costs for Coconino County and the State of Arizona Facilitate participants’ development into productive, law-abiding citizens

14 Recovery Court Staffing
Meets every Wednesday 9-12 Reviews participant progress reports and incident reports Recommends incentives for goals accomplished Recommends violations for noncompliance May terminate participation for good cause, such as danger to community

15 Phase 1—Stabilization and Orientation
3 months minimum Starts upon plea/sentencing Weekly court appearances Probation office visit monthly Random drug and alcohol tests Attend support groups; 3 per week Prosocial Activity; 1 per week Other services as assigned Curfew: 9:30 p.m. – 5:00 a.m. Complete Phase 1 Treatment Intensive Outpatient Treatment; 3 group sessions per week Individual Counseling; 6 sessions Must have 14 consec. days clean and sober prior to phase advance

16 Phase 2—Intensive Treatment
4 months minimum Appear in court every two weeks Probation Office visit monthly Random drug and alcohol tests Attend support groups; 3 per week Prosocial Activity; 1 per week Other services as assigned Curfew: 10:00 p.m. – 5:00 a.m. Complete Phase 2 Treatment Intensive Outpatient Treatment; 2 group sessions per week Individual Counseling; 2 sessions Must have 30 consec. days clean and sober prior to phase advance

17 Phase 3—Relapse Prevention
3 months minimum Appear in court every two weeks Probation Office visit monthly Random drug and alcohol tests Attend support groups; 3 per week Prosocial Activity; 1 per week Other services as assigned Curfew: 10:30 p.m. – 5:00 a.m. Complete Phase 3 Treatment Intensive Outpatient Treatment; 1 group session per week Individual Counseling; as needed Full-time employment, school, community service (any combination) Must have 60 consec. days clean and sober prior to phase advance

18 Phase 4—Maintenance 2 months minimum
Appear in court once or twice per month Probation Office visit monthly Random drug and alcohol tests Attend support groups; 3 per week Prosocial Activity; 1 per week Other services as assigned Curfew: 11:30 p.m. – 5:00 a.m. Complete Phase 4 Treatment Individual Counseling; once per month Full-time employment, school, community service (any combination) Regular meetings with sponsor/mentor Begin mentoring others Must have 90 consec. days clean and sober prior to Graduation

943 Participants from FY2001-FY in FY2019 to date 77% graduation rate 69 current participants 75% employment rate in FY2018 18 babies born to drug-free mothers

29 Substance Use Monitoring
2-4% of all urine tests confirmed alcohol or drug use. Over 5,000 random urinalysis tests per year. This does not include numerous breath and oral swab tests conducted by Probation Officers.
