To be the expert and primary source of knowledge and information in Israel for training, consultancy and organizational intervention in local authorities, in various sectors, and assist with local government processes, functions and professions As such, to create partnerships between relevant bodies and main supplier for all activities amongst all populations and for processes selected as its core activities, "with the aim of improving and influencing the quality of the state’s local government system"

To lead and advance processes of specialization, management and organizational efficiency in local authorities To establish constant improvement processes in local authorities, aiming for excellence in function and professionalism, to match standards to public organizations in Israel To advance professional and managerial activities relying on training tools, consultation, coaching, organizational development To encourage cooperation and exchange of knowledge between elected representatives and local personnel To assist the Ministry of Interior to execute its policies at the local level
