September 2016 doc.: IEEE /1124r0 18 April 2019 Other Guidelines for IEEE WG Meetings All IEEE-SA standards meetings shall be conducted in compliance with all applicable laws, including antitrust and competition laws. Don’t discuss the interpretation, validity, or essentiality of patents/patent claims. Don’t discuss specific license rates, terms, or conditions. Relative costs of different technical approaches that include relative costs of patent licensing terms may be discussed in standards development meetings. Technical considerations remain the primary focus Don’t discuss or engage in the fixing of product prices, allocation of customers, or division of sales markets. Don’t discuss the status or substance of ongoing or threatened litigation. Don’t be silent if inappropriate topics are discussed … do formally object. Participation in IEEE 802 Meetings
18 April 2019 Participation in IEEE 802 Meetings Participation in any IEEE 802 meeting (Sponsor, Sponsor subgroup, Working Group, Working Group subgroup, etc.) is on an individual basis Participants in the IEEE standards development individual process shall act based on their qualifications and experience. ( section 5.2.1) IEEE 802 Working Group membership is by individual; “Working Group members shall participate in the consensus process in a manner consistent with their professional expert opinion as individuals, and not as organizational representatives”. (subclause “Establishment”, of the IEEE 802 LMSC Working Group Policies and Procedures) Participants have an obligation to act and vote as an individual and not under the direction of any other individual or group. A Participant’s obligation to act and vote as an individual applies in all cases, regardless of any external commitments, agreements, contracts, or orders. Participants shall not direct the actions or votes of any other member of an IEEE 802 Working Group or retaliate against any other member for their actions or votes within IEEE 802 Working Group meetings, see section and the IEEE 802 LMSC Working Group Policies and Procedures, subclause “Chair”, list item x. By participating in IEEE 802 meetings, you accept these requirements. If you do not agree to these policies then you shall not participate. (and please leave the call or meeting.) Jay Holcomb (Itron)

EU items to share -1 18 April 2019
General EU info: <ojeu> <HStds> EC V2X – Delegated Act, regulation latest was published and passed in Parliament this week. if no changes will go into effect 17may But note that it requires a qualified majority in Council to block it so any single Member State does not hold a veto, i.e. it goes through unless a qualified majority of Member States vote to reject. A qualified majority requires at least 16 Member States representing at least 65% of the population. FYI, there was a very informative letter from an EC Member sent to the Chair of the EU Parliament Committee on Transport and Tourism, to support ITS-G5. ETSI – <BRAN> next meeting #102, June, Sophia Antipolis , Nothing of note this week ETSI - ERM - <TG-11> next meeting #55, June, Sophia Antipolis There is WI to create an SR Doc for get the 2.4 GHz standard back on track to be harmonized. The TG-11 chair has reached out for inputs from and , what references and correct clause numbers need to be updated in the standard. Many decisions to make and anticipate more work coming. CEPT – ECC <FM57> next meetings #6, 26 Apr and #7, May, Copenhagen 2 more administration have signed up from before one being Ireland. ACMA 5 year Outlook 18 April 2019
Month Year doc.: IEEE yy/xxxxr0 18 April 2019 ACMA 5 year Outlook year-spectrum-outlook docx Comments due 16 May (to EC by 03 May – 2 weeks) 3.4–3.575GHz band; 900 MHz (890–915MHz and 935–960MHz); 5.6GHz (5600– 5650MHz); and more. There is some discussion on 5925MHz and above in Q2, Q4 and Q8. Some possible points for comments Are they doing enough to make the 6GHz spectrum usable? Talks to spectrum space apparatus license (see notes on this slide for more) We would want them to align with FCC and EU, and not this proposed licensing. They are looking at an older version of VNI, this relates to Q2. Will continue to gather points and comment text for possible comments, though only have 2 calls to finalize. As normal, any comment ready text is really needed. The ACMA is exploring whether it might design a new spectrum space apparatus licence type. Currently, apparatus licence types are generally linked to a specific purpose (e.g. a maritime licence is for maritime purposes). A spectrum space apparatus licence would not be linked to a specific use and could allow the licensee to operate multiple radiocommunications devices at a specified frequency or frequencies in a specified geographic area, subject to any conditions on the licence that the ACMA considers appropriate. Such a spectrum space apparatus licence would provide analogous technical and operational flexibility to a spectrum licence. The spectrum space licence would assist the ACMA in authorising new and emerging technologies in use-cases where spectrum licensing may be inappropriate. The ACMA expects to consult with stakeholders as part of its exploration of the design of a spectrum space licence type in Q4 2018–19. Jay Holcomb (Itron) John Doe, Some Company

18 April 2019 5GAA requests the Commission consider a forward-looking approach 1 of 2 Proceeding: 357&sort=date_disseminated,DESC Grant permission for C-V2X operations in the GHz band, allowing for C-V2X to achieve its evolution path to 5G; and Maintain the GHz frequencies for continued operations of the limited number of DSRC radios that have been deployed and any future DSRC radios that may be deployed. V. Conclusion C-V2X has emerged as the best opportunity to further the vision of ITS in the 5.9 GHz band and respond to the societal needs that Congress, the Commission, and the DOT repeatedly have identified over the better part of the past three decades. As the Commission takes a broader look at the 5.9 GHz band, it should pursue a forward-looking approach for licensed ITS operations in the 5.9 GHz band as proposed herein that facilitates C-V2X’s evolution path to 5G. Moreover, during the pendency of this rulemaking, the Commission should grant 5GAA’s waiver request to enable initial deployments of this potentially life-saving technology as soon as possible. 18 April 2019 5GAA requests the Commission consider a forward-looking approach 2 of 2 ex parte, 05 April 2019: (includes the 03 April ex parte) fcc-gn pdf At the end they propose to re-band 75MHz of the 5.9GHz ITS spectrum: MHz Guard Band MHz channel 172 MHz for 5G-V2X MHz for LTE-V2X We could respond to the 05 April ex parte, some points to consider This is less DSRC bandwidth from original waiver, DSRC would be Chan. 172 only. Sharing in the band is not being accomplished as was one of the directives. Technology evolution does not work into this C-V2X approach How it affects the testing that the DoT has been doing and moving forward with. Note they want 4G and 5G in this. Hearing an NPRM could be out by end of summer, with some of this… As normal, any comment ready text is really needed. Jay Holcomb (Itron)

General Discussion Items
18 April 2019 General Discussion Items TCBC workshop this weeks, some fyi. 802.11ax came up several times, with the FCC on RF exposure and a session on it on 11ax, how it will be handled in different countries. C63.10 for unlicensed radios updates coming. Lost the internet during the 6GHz couple of FCC slides, looks like basically just facts, though AFC was on the slides. Session on history of unlicensed also touched on this and sharing is coming. C-V2X waiver came up during a session from the FCC, careful not to say anything, just a waiver is being worked, though did show a frequency spectrum for the original waiver and the 05 April ex parte. I did hear during the presentation, where does the un-licensed sharing come in. Also mentioned the Google waiver was approved. Jay Holcomb (Itron)

11 April 2019 Any Other Business EU V2X – Delegated Act, regulation latest was published 5GAA has been lobbying the EU parliament hard to not accept this and which has now caused a full vote next week. If anyone can let the EU parliament know your concerns and opinion and to support the regulation in the short time till next Wednesday, please do. Key is to go with the evolution with DSRC and not to fragment the spectrum.
