Aim of the break-out groups
Consultation with countries on Further needs from countries (guidance, schema clarification, IT tools, etc.) Implementation constraints at country level Options for increased country involvement Consequences for voluntary reporters Overall aim: gather feedback from countries to feed into an evaluation of options for the strengthening of the process for the development of the reporting framework

What are the main areas for improvement & clarification Schema clarification/changes Guidance Interpretation of reporting requirements IT tools Handling of confidentiality … What do you need as a country from the EU level to ensure you can start the implementation process in the country?

What are the activities or challenges that the countries are facing which can affect success of implementation at national level? Legislation (national / EU) Timelines Implementation of an operational system Process from data gathering to reporting IT implementation Testing phase …

3. Options for increased COUNTRY INVOLVEMENT
How can we ensure that the reporting framework is fit-for-purpose without causing unnecessary burden? Task force ? main platform for further consultation on reporting framework? voluntary basis active contribution to e.g. guidance, IT tools What could be the task force’s role and the activities covered? Other options?

4. Consequences for voluntary reporters
Present voluntary reporters E-PRTR: Switzerland and Serbia LCP: Kosovo (UNSCR 1244/99) Specific situation To be taken into account in the break-out groups Address fully the specific concerns might not be possible in the break-out groups setting To be followed-up through bilateral discussions
