2. Aims of Transforming Rehabilitation Reforms
To reduce reoffending by:
opening up the market to a diverse range of new rehabilitation providers, incentivised through PbR to reduce reoffending.
creating a new public National Probation Service to manage high risk offenders
extending supervision after release to those sentenced to under 12 months in custody
changing the way the prison estate is organised to put in place a ‘through the prison gate’ resettlement service so offenders are given continuous support
