Q 2018 Conference Main conclusions
Quality plays a crucial role in the European Statistical System’s modernisation strategy “ESS Vision 2020”. Quality Management System(QMS) enables the organisation to identify, measure, control and improve the various core business processes that will ultimately lead to improved business performance. QMS of a statistical organisation follows the GSBPM.

Data revolution and spreading the use of “fake news” around the world have impact on the relevance of official statistics as a trusted source of information for society. However, the public policies can be better designed, implemented and monitored if accompanied by evidence-based information systems. To keep its place, official statistics must communicate to the public the quality of data and the established production process as advantages of statistical data despite other “fake news”. In this sense, NSIs must know the rules and languages of the media platforms used for communication and to invest in strengthening the statistical literacy in the society.

IT technologies prompted the methods and modes for data collection; Penetration of the Internet among the population forces NSIs to expand the use of multi-mode data collection involving CAWI in household surveys; Employing “Big data” methods and tools to produce statistical data makes the necessity of the revision of data quality framework for official statistics;

Use of administrative sources and registers is optional for Census data collection among NSIs; Integration of different sources for Population Census must be tested by assessing the quality of administrative data and registers; All these innovations in Population Census must be communicated in time to the population and ensure their trust in statistics.

In accordance with the revised Code of Practice, NSIs must strengthen their coordination role in the statistical system; Coordination role comprises: legal status, monitoring the ONA’s compliance with the Code of Practice, promoting the “official statistics”, application of high-quality standards in production, processing and dissemination of statistics among all participants in the statistical system.

Macedonian statisticians present their achievements at Q 2018
4 papers from the SSO: 1 for Thematic Session, 2 for Speed Talk Sessions and 1 for Poster Session. Themes of papers: Statistical Literacy, Quality Management and Improving quality in statistical production by using standard processes. Participation funded by IPA 2015 Multi-Beneficiary Programme.

Draft new Quality Strategy and other relevant documents; Promote quality management in the Office; Strengthen the role of the SSO as coordinator of the statistical system; Implement the revised Code of Practice in the SSO and the national statistical system;

Explore the possibilities for innovative data collection; Continuous improvement of the quality of output statistics; Strengthening the promotional activities for branding the SSO as provider of quality statistics; Improving the co-operation with the scientific and the business community.
