Context of the cost analysis of European Statistics - Efficient steering of resources, cost transparency, and priority-setting - Council and EP request on an evaluation report (including cost assessment elements) by the end of 2021 Scope - Best possible estimate on allocation of 2015 human/financial resources to the European statistical products on the ESS level Coverage - Limited to the European cost layer only - Include regional offices, ONAs, NCBs - Cover costs on the whole 'production cycle' Cost collection - Catalogue (=product list) as presented to the ESSC in November and to the RDG in December Linking the products with the countries' data sets (submitted through EDAMIS,…) ESS RDG, 19-20 April 2018

3 State-of-play (2nd phase): 27 products
Launch in January with deadline mid-March 2018 25 NSIs (out of 32) provided the filled-in questionnaires Missing country information: FR, ES, NO, LI, CH (not before end '18) Informed not in a position to contribute: CZ, HU 6 NSIs opted for confidentiality: AT, PT, BE, BG, SK, FI All countries (except SE and BG) provided information on FTE Limitations and way for further improvements: Many countries provided information on direct and indirect costs; a few countries only as a sum of direct and indirect costs - ONAs not included: AT, LU, SK, FI - ONAs partially included: BE, SE, EL, UK, IT, RO, BG - Granularity issues on products (energy, landings of fishery) ESS RDG, 19-20 April 2018

4 Proposal for amending the guiding principles
For products - with a multiannual frequency - countries are invited to evaluate/estimate the costs and FTEs that were incurred in the year 2015 (even if they were very few in this single year), AND in case corresponding work on that product was implemented in other year(s), to provide the information of the sum of costs and FTEs as well (sum of costs and FTEs incurred over the years). Products with a multiannual frequency (with countries contribution) 1. Regional environment Population and Housing Census 2. Household consumption expenditure 9. Time use 3. Health Adult education 4. Innovation Continuous vocational training 5. Trade in goods by invoicing currency 6. Structure of agricultural holdings 7. Indicators on European cities ESS RDG, 19-20 April 2018

5 Proposed next steps Eurostat
Who What When Eurostat Presents the outcome of the second phase to the ESS RDG Mid-April 2018 Sends tables and documents to the NSIs for the third phase (for the remaining statistical products) End of May 2018 NSIs NSIs start the 2015 estimates on costs and coordinate the work in the countries with ONAs, regional offices and NCBs Beginning of June 2018 NSIs submit data for the third phase to Eurostat Mid-September 2018 Calculates ESS costs for all statistical products and reports to the RDG End of December 2018 ESS RDG, April 2018
