What are the challenges in European Higher Education?
The Challenge: a Europe with increasing (and unmet) skills needs By 2020, 35% of all jobs will require high-level qualifications (today: 29%) Only 32.3% of EU population have a Higher Education degree A European Response: Europe 2020

Political framework – Europe 2020
Europe 2020 (adopted June 2010) defines a strategy for recovery and “smart, sustainable and inclusive” growth in the next decade, including headline targets Higher Education target: 40% of young people to successfully complete higher education or equivalent studies

Europe 2020: 40% target At a macro level, Europe 2020 enshrines the ET 2020 target for 40% of year olds to have a higher education qualification (or equivalent) by 2020. Each Member State is called upon to set a national target (all except NL and UK have done so) In overall terms, these targets are likely to be met, given current trends.
