Marine Strategy Status
Oct 2002: Communication towards a marine strategy (COM(2002) 539) proposal for an ambitious roadmap for developing marine policy with enhanced cooperation of various organisations involved Dec 2002: Stakeholder Conference first steps and suggestions for further work March 2003: Council Conclusions expressed broad support for approach taken underlined of the need to cooperate with regional organisations requested to present ‘Marine Strategy’ not later than May 2005 May 2003: Parliament Resolution the EP endorsed in general the approach taken June 2003: HELCOM – OSPAR Ministerial expressed willingness to cooperate

Marine Strategy Coordination - mandates and participation EU Water Directors: Mandate (main points only): Steering the process and consolidating results Co-ordination between Marine Strategy, WFD and other EU policies Chair: Presidency and Commission (DG ENV) Participation: Member States and Candidate Countries, Commission services Consultation Forum Co-ordination between Regional Organisations, Initiation of regional activities Chair: Commission (DG ENV) Members: Marine conventions, fisheries and nature protection organisations JRC (and other Commission services as required), EEA, ICES IMO (as required) Working Groups Terms of Reference to be agreed upon by Water Directors

Marine Strategy Outlook and Expected Products Autumn 2003: Mechanism for coordination & Cooperation Established and in operation First half 2004: Documents and Guidance on e.g. Regional development and application of ecosystem approach A roadmap for monitoring and assessment activities Autumn 2004: Second Stakeholder Conference To discuss outline of marine strategy and achieve stakeholder commitment (tentative dates: November 2004) May 2005 (at the latest): proposal for Community Marine Strategy including a coherent set of ambitious objectives and identification of (political) engagement of non-Community stakeholders
