5 Digital by Default – Access to the Laws
Queen’s Printer Website 42% of all transactions were initiated by clients on-line Clients downloaded more than 1.94 M laws or official materials Overall increased consumption of on-line resources by 4% QP Source Professional 665 licensed permits Anticipate an increase in permits due to the OHS on-line subscriptions Our clients rely on the QP website for the legislative requirements. We have seen an increase by 4% as compared to last fiscal year Most downloaded laws were: Employment Standards Code Occupational Health and Safety Act Employment Standards Regulation Freedom of Information and Protection of Privacy Act Occupational Health and Safety Regulation Fair and Family Friendly Workplaces Act – a new chapter from Fall Session Residential Tenancies Act QP Source Professional 8% decrease in the number of licensed permits

6 How Clients Gained Access To Our Materials
The shift for free digital consumption of the laws has increased by 5% as compared to last fiscal year There was a 1% decrease in paid for digital resources We seen a 4% decrease in physical materials distributed – as we stopped distributing official materials for Travel Alberta in March 2017

7 Operational Statistics 2017/18
Service Delivery Staff answered 11,719 calls and s Brought in 1.49M in revenue 146,053 official and legislative materials were distributed Published Legislative Changes 636 legislative changes were published 422 Orders in Council were published We answered 5% less calls as compared to last year We answered 9% more s We maintained revenue neutral to the GoA and brought in 1% less revenue as compared to last fiscal year We distributed 33% less physical products as we discontinued distributing Travel Alberta materials Published Legislative Changes We saw an increase of 6% in the number of laws that were updated as compared to last fiscal year 524 vs this year of 636 This is the 3rd highest year of legislative changes that I have statistics for 769 laws were updated in 2010/11 due to the Revised Rules of Court and 934 laws were changed in 2013/14 - Redford was the Premier of the Province at that time We saw an increase of 5.6% increase in the number of Orders in Council that were published this fiscal year 398 vs 422

8 We seen an increase in the number of high profile laws that were updated along with increased complexities to legislation changes in 2017/18 Legislation that was updated in 2017 included many changes to high profile laws with resulted in great demand for these resources. The extra challenge was that most of these laws had inforce dates as of January 1, Some of these titles were: Employment Standards Code Labour Relations Code Condominium Property Act Workers Compensation Act School Act Elections Act Conflicts of Interest Act Alberta Human Rights Act Amendments to the Municipal Government Act, Occupational Health and Safety Act and the Employment Standards Code were highly complex as more than one Bill/Chapter amended the title with multiple in force proclamation dates. Example the MGA had 3 proclamations October 27th, December 15th, January 1st and April 1st changes announced and it was a Municipal Election year. OHS Act had December 15th, January 1st and June 2018 repeal and replacement of a revised OHS Act.

10 Projects in 2017/18 Hosted QPAC Federal, Provincial and Territorial meetings in June 2017 10 out of 14 jurisdictions participated Highly educational and interactive Alberta hosted the QPAC meetings in 2017 in Edmonton – meetings were held at the Federal Building. 10 out of 14 jurisdictions attended (not present NWT, Quebec, Newfoundland and Labrador and New Brunswick) Highly educational and interactive in nature for all jurisdictions We began publishing MO’s for Alberta Labour back to 2015.

11 Projects in 2017/18 Ministerial Orders Pilot Project
In November 2017 Alberta Queen’s Printer began publishing Ministerial Orders on the Queen’s Printer website and on QP Source Professional. This project supports the proactive disclosure of information and a centralized repository for this legislative related information. The Ministerial Orders are also accessible via the Open Government Portal as part of the Open Government initiative. As of February 20, 2018 – Alberta Labour has voluntarily come forward as the first Ministry to Proactively Disclose their Ministerial Orders which equates to a 5% on board ratio. As of February 20, 2018 – we are currently in negotiations with two Ministries that have positive traction to move forward to proactively disclose their Ministerial Orders which equates to 10%. As of February 20, 2018 – we have four Ministries who have expressed interest in the project but for various reasons have stalled or are nervous with proceeding which equates to 20%. As of February 20, 2018 we have the remaining thirteen Ministries who have not voluntarily expressed any interest to proactively disclose their Ministerial Orders which equates to 65%.

Create a Point in Time registry for Alberta Regulations that will improve access to historical Regulations published by Alberta Queen’s Printer. Added legislative authority for Regulations – Work is at approximately 60% complete to categorize what legislative authority makes that regulation (Board Order, Ministerial Order or by Order in Council or other).

Modernization upgrades either completed in 2017/18 or will continue next fiscal year: Upgraded the search engine software for QP Source Professional which improved and stabilized the search and display functionality. Create a Point in Time registry for Alberta Regulations that will improve access to historical Regulations published by Alberta Queen’s Printer. Added legislative authority for Regulations – Work is at approximately 60% complete to categorize what legislative authority makes that regulation (Board Order, Ministerial Order or by Order in Council or other).

MOU partnership to distribute ALIS materials Alberta Queen’s Printer has entered into a partnership with ALIS in 2018/19 for the management and distribution of their career related materials. Alberta Queen’s Printer will assist them to reduce their print copies inventory levels and will assist them with onboarding print contracts that will help them reduce their overall print runs reducing obsolescence, printing smaller quantities more frequently while maintaining best pricing options to the GoA. This partnership will help save approximately $80,000 - $100,000 annually to the GoA. We will save them on pick packing and shipping fees They pay for all backend technology tie ins into our environment $12,800 They will pay for a ½ FTE for the work that we will do on their behalf We will save them money on shipping of materials as we can use Government Courier to all Alberta Works and Government offices Discussions began in late September and we began distribution of their Products and Outreach materials June 1, 2018

16 New Ministry Partnership – Driver’s Guides
Seeking approval to partner with Alberta Transportation to resume the printing and distribution of Alberta’s Driver’s Guides Drivers Guide – Cars and Light Trucks Commercial Drivers Guide – Trucks, Buses, Emergency Responders and Taxis Riders Guide – Motorcycles, Mopeds and Power Assisted Bicycles Work continues with Alberta Transportation to resume the publishing and distribution of the Driver’s Guide to Operation, Safety and Licensing; the Rider’s Guide to Operation, Safety and Licensing; and the Commercial Driver’s Guide to Operation, Safety and Licensing. Alberta is the only province that discontinued the distribution of print copies Jurisdictional Scan - Driver’s Guides  Scope: Is Alberta in line with other Jurisdictions regarding the production and supply of respective driver education materials (i.e. Drivers Guide, Commercial Drivers Guide and Riders Guide)? Updating of Occupational Health and Safety Code materials Preparing for Cannabis laws to come into effect Alberta Queen’s Printer has entered into a partnership with ALIS in 2018/19 for the management and distribution of their career related materials. Alberta Queen’s Printer will assist them to reduce their print copies inventory levels and will assist them with onboarding print contracts that will help them reduce their overall print runs reducing obsolescence, printing smaller quantities more frequently while maintaining best pricing options to the GoA. This partnership will help save approximately $80,000 - $100,000 annually to the GoA. We will save them on pick packing and shipping fees They pay for all backend technology tie ins into our environment $12,800 They will pay for a ½ FTE for the work that we will do on their behalf We will save them money on shipping of materials as we can use Government Courier to all Alberta Works and Government offices Discussions began in late September and we began distribution of their Products and Outreach materials June 1, 2018

As identified as a priority in the 2017 meetings Alberta will be able to accommodate all changes as part of our normal business Working closely with Carole Vachon to make the bi-lingual changes to the website pages

22 QP Source Professional Upgrades
IP address range authentication Acknowledgement Page for Terms and Conditions An enhancement will be made to QP Source Professional to allow us to modify and allow multiple IP address ranges under a single subscription. This will benefit law firms etc that have mutliple IP address ranges Enable acknowledgement page and terms of use for subscribers.
