3. TIPP (Transforming Incident Procurement Project)
OMB Mandates (DATA Act, Electronic Invoicing, Universal Numbering) and duplicate payment risks were catalysts
Interagency, cross-discipline departmental project sanctioned by an Executive Board of Directors
Joint DOI and Forest Service effort.
Forest Service has programmatic lead  the APEX (Actively Pursuing EXcellence) Team is leading TIPP efforts

4. TIPP – APEX Team
Tasked to develop alternatives, inclusive of pros/cons, benefits/risks, and cost estimates
Assess existing processes  generate ideas  engage stakeholders
Present recommendations to executive decision makers
Streamline processes
Modernize systems
Improve delivery of incident business services

5. We don’t know what just yet, but changes are coming with how we award/obligate/invoice on fires.
