3 ABOUT US ROMATSA was founded on the basis of the Romanian Government Resolution GR 74/1991; Establishment of the Safety, Quality and Environment Division; Endorsement of the Quality Policy – ed. 1.0; Implementation of Quality Management Structure; Endorsement of the Safety Policy – ed. 1.0; Implementation of Safety Management Structure; ISO 9001:2000 Certification of ROMATSA activities; Endorsement of the Environmental Policy – ed. 1.1; ISO 9001:2008 Certification of ROMATSA activities.

4 CORE ACTIVITIES Provision of air navigation services for the Romanian Airspace: air traffic services; communication, navigation and surveillance; meteorological services for air navigation; aeronautical information services; Civil military coordination; Search & Rescue coordination center. Air Traffic Services Units: 5 AROs / 16 TWRs; 2 APPs; 1 ACC with 2 locations. Aeronautical Meteorological Services: 16 MET Offices; 12 MET Self Briefing Offices; 1 MET Watch Center.

5 ENVIRONMENTAL POLICY Main objectives:
Implementing & certifying the Environmental Management System – ISO 14001:2004. Principles: EMS integrated with QMS & SMS; Environmental performance continuous improvement; Reduced environment impact procedures implementing; Rationalized energy, materials, processes; Promoting the environment culture.

6 “FLIGHT EFFICIENCY PLAN”
Agreed by IATA, CANSO and EUROCONTROL in August 2008; Pan-European action plan for specific urgent DMEAN - Dynamic Management of the European Airspace Network and related developments that support flight efficiency and emission reductions. Action points: Enhancing European en-route airspace design o SHORTER ROUTES 2. Improving airspace utilisation and route network availability 3. Efficient TMA design and utilisation, through: o Implementing CONTINUOUS DESCENT APPROACHES (CDA’s) 4. Optimising airport operations 5. Improving awareness of performance

7 “SAVE ONE MINUTE INITIATIVE”
Operational opportunities to minimize flight time and reduce fuel use and emissions at ROMATSA RA; ROMATSA applies successfully the following methods to reduce flight time, fuel use and emissions: “Direct to” clearances given by ATC as shortcuts; Good civil/military coordination and Flexible Use of Airspace; Optimum flight level allocation; Improved terminal control area operations activity; Better weather forecasting.

9 - CDA - “Continuous Descent Approach”
- Approach technique with continuous descent (constant descending gradient), except for a short distance of approximately 2 NM before the FAF required for speed reduction; - Maintaining the aircraft, as long as possible, in ,,CLEAN’’ configuration and using the Low Power/Low Drag flying technique during initial descent; - Keeping the aircraft at higher altitude for longer time, and consequently, intercepting the glide at a higher altitude; Noise and fuel use reduction

10 BENEFITS - noise, as perceived on ground, between 25NM and 8NM distance from threshold, is reduced by 5 to 7dB (“as the decibel scale for sound energy is logarithmic, a change of ±3dB equates to a halving or doubling of sound energy” according to EUROCONTROL – CDA Implementation Guide Information); fuel savings during CDA even up to 40%, meaning between 50 and 150 kilograms, depending on the TOP OF DESCENT, equivalent of 50 – 100 mil Euros annually(EUROCONTROL); proportionally decreased CO² emissions.

11 SOME STEPS ON CDA Trial for TAROM, A318/320
 63 non-CDA Airbus a/c monitored, between February April, via TUSET (entry point into Bucharest TMA) for RWY’s 08/26;  several meetings AIRBUS – TAROM – ROMATSA;  more than 50 Airbus a/c cleared CDA via TUSET 4E STAR between September / October;  data sent to AIRBUS for analysis and for designing the optimum CDA profile, taking into account the ATC requirements. Next steps:  Common agreement and designing of the CDA STAR;  CDA STAR published in the AIP.

12 REDUCING THE IMPACT by being aware;
enhancing airspace design and improving airspace utilisation, en-route or TMA; optimising airport operations; implementing an EMS integrated with a QMS and a SMS; continuously improving the environmental performance of the organization, working together with the civil aviation stakeholders.
