3 The ESS Metadata-Handler IT application
ESS Metadata Handler is a web based application for reference metadata production, exchange and dissemination across the ESS It implements the reference metadata standards (ESMS, SIMS and EPMS) It replaces EMIS (used in Eurostat) and NRME (for countries) It contains many improvements based on users' feedback (in terms of business processes and functionalities) It has been in production since 31 January 2014

5 The Euro SDMX Metadata Structure (ESMS)
is the main report structure for reference (explanatory) metadata uses concepts and sub-concepts taken from the SDMX cross-domain concepts is a metadata structure definition which is used across all statistical domains with more than 300 files disseminated on the website is fully SDMX compliant 5

Creating a new national reference metadata file Reference metadata files, General management Reference metadata files, Flexible report Reference metadata file, Importation Reference metadata file, Validation & Rejection Administering National Users Create a new reference metadata file: The user is guided through this process with a step-by-step wizard which allows the user to fill in all required information. Manage reference metadata file(s): The user can edit, copy, remove and manage versions of the existing reference metadata files associated with the selected domain and metadata flow. It is also possible to view available reference metadata files, download the files locally and send files to eDAMIS. Generate reference metadata file temImport reference metadata fileplate: The user can generate a template in XML format, by selecting one of the available Report Structures. This template can then be used for creating a Reference Metadata file, without the RME. : The user can import a reference metadata file by selecting this action. Select another reference metadata flow: The user can select another reference metadata flow on which to perform actions.

14 Entering the ESS MH application
Header - Logo of the European Commission, links to "Register", "Links", "Contact", and "Important legal notice". There will be an option to change the language of the application in the future. - Links to SDMX Registry and EMIS (for future implementation). Fields  to enter the Domain, Username, and Password and the Log In button. Information  on required log in credentials and what to do in case the user forgets or does not have a user name and password.

43 Actions Edit metadata file -allows direct access to the content of the metadata file which can be edited, reverting the RMF back to Draft when it is triggered; Copy metadata file - especially useful when most or all information remains true for another RMF; Direct access to Send for validation; Recall a RMF after it has been sent for validation and/or Validated; Direct link to Delete the RMF; Download RMF is accessible through here; View history of a particular RMF and compare with previous versions of the RMF; Preview of the current RMF that is stored in the system according to the concepts and sub-concepts used. 

44 Actions according to the status of the RMF (NATUSERS)
If in Draft, all actions are covered except for Recall; If in Ready for validation, Validated or Ready for publication, the functionalities available are the same as in Draft except for the Delete action which is not foreseen and the availability of Recall instead of Send for validation and Edit;
