CONCEPT OF REGULATION Operation-centric
Operation specifications should be the main driver of regulatory requirements. Proportionate Regulations and standards should address safety risks associated with operation. Objective Process should be independent of individual interests and not open for interpretation. Systematic Two similar operations with similar safety risks should have similar requirements.

Cost conscious Over-regulation will inflate operational costs and decrease the “will” to comply with regulations and standards.
