Supports PBSA (Performance Based Service Acquisition) Uses Navy-wide templates Standard structure 18 standard functional annexes Each Annex can contain 1 or more sub-annexes. Annex 1 – Contains information relevant to the entire scope of the contract. Annex 2 – Management and administration requirements relevant to the entire scope of the contract (including mobilization/demobilization). Source Selection Source Selection Authority – makes the final selection decision. Source Selection Board – objectively reviews the reports from the Technical and Price Evaluation Boards Technical Evaluation Board – evaluates the technical proposals and recommends the overall adjectival ratings – to maximize technical objectivity, does not have access to any price information. Price Evaluation Board – evaluates price proposals.

Acquisition Overview After review of initial proposals, the Government: May make award based upon initial proposals OR May make a competitive range determination and open discussions with all contractors in the competitive range. Will notify offerors eliminated from the competitive range. Will tailor discussions to each offeror’s proposal. Will notify offerors if and when the discussion phase has ended and final proposal revisions are due. May request clarifications, either to correct minor or clerical errors or to resolve adverse past performance information. Debriefings Contractors desiring debriefings must request a debriefing in writing within 3 days from notification of their exclusion from the competitive range, or notification of award of the contract (post-award). Debriefings are an opportunity to identify weaknesses and strengths in the proposals. Knowing these weaknesses and strengths can improve proposals the next time around.
