4 CAP reform Key elements
A package of 3 legal texts: The CAP Strategic Plan Regulation (including direct payments, sectoral interventions and rural development) The Amending Regulation (notably the CMO) The Horizontal Regulation (notably on CAP financing) Rebalancing responsibilities between the EU and Member States (more subsidiarity) More targeted, result and performance based support Fairer distribution of direct payments Enhancing environmental and climate ambition Simplifying and modernising the policy 12 March 2019

5 CAP reform and MFF The CAP as part of a package
Apart from the MFF Regulation, the MFF package also contains two further elements: A handful of acts on own resources constituting the EU's revenue Sector specific expenditure programmes, out of which the CAP More technical aspects of the sector-specific proposals are discussed in parallel in the relevant preparatory bodies and Council configurations Aim: align MS’ positions as far as possible without prejudging the outcome of the political negotiations on the MFF (EUCO) 12 March 2019

To foster a smart, resilient and diversified agricultural sector ensuring food security To bolster environmental care and climate action and to contribute to the environmental- and climate-related objectives of the Union; To strengthen the socio-economic fabric of rural areas II III 12 March 2019

Support viable farm income and resilience across the Union to enhance food security II Enhance market orientation and increase competitiveness, including greater focus on research, technology and digitalisation III Improve the farmers' position in the value chain IV Contribute to climate change mitigation and adaptation, as well as sustainable energy V Foster sustainable development and efficient management of natural resources such as water, soil and air VI Contribute to the protection of biodiversity, enhance ecosystem services and preserve habitats and landscapes VIII Attract young farmers and facilitate business development in rural areas VIII Promote employment, growth, social inclusion and local development in rural areas, including bio-economy and sustainable forestry VIII Improve the response of EU agriculture to societal demands on food and health, including safe nutritious and sustainable food, food waste, as well as animal welfare 12 March 2019

Member States shall aim to make […] a greater overall contribution to the achievement of the specific environmental- and climate-related objectives set out in points (d), (e) and (f) of Article 6(1) in comparison to the overall contribution made […] through support under the EAGF and the EAFRD in the period 2014 to 2020. 2. Member States shall explain in their CAP Strategic Plans, on the basis of available information, how they intend to achieve the greater overall contribution set out to in paragraph 1.
