one shipment with 9 to 70 samples on wooden ISPM 15 pallets,
further distribution by the recipient, usually subsidiaries or field labs of the recipient.

Check and obey applicable specific regulations for every country. Import to some may require addition of a Certificate of Origin to the shipping docs, some also a Certificate of Analysis (API Spec 10A test report)
