6 Development History, Team and Management
Living Waters Park began as a dream of Hazel Lewis Wiltz, endowed with the service of David Hopman, ASLA, Associate Professor, Landscape Architect, and his graduate students at The University of Texas at Arlington, Program in Landscape Architecture. Graduate students in the program have designed the park. The idea of being a part of the project was very exciting. It presented the students with a great opportunity in their professional pursuits. The other factor of interest stems from the contribution to the community. The University of Texas at Arlington is a Carnegie Research Institution (High Research Activity) whose mission is the advancement of knowledge and the pursuit of excellence in research, teaching, and service to the community. The mission statement affirms UT Arlington’s commitment to expanding academic research; to attracting and retaining high quality faculty scholars who actively engage students; to providing a well-rounded academic experience that promotes student involvement, service learning and free discourse; to employing alternative access venues to meet students’ needs; and to developing public and private partnerships. The desire is to make sure this would be affordable to the East Fort Worth community, build cultural bridges, and be a noteworthy destination point for the City of Fort Worth, as a sustainable development.

7 Development History, Team and Management …continued…
The sustainable development is based on the assumption that societies need to manage three types of capital: economic, social, and natural. It is a pattern of resource use, which aims to meet human needs while preserving the environment so that these needs can be met not only in the present, but also for generations to come. It is also to meet the needs of the present without compromising the ability of future generations to meet their own needs. Economic value is added by eco-efficiency in the delivery of competitively priced goods and services that satisfy human needs and bring quality of life, while progressively reducing ecological impacts and resource intensity. Whereas, it seems so many corporate impacts on the environment are negative, apart from rare exceptions such as the planting of trees, eco-effectiveness, socio-effectiveness, sufficiency, and eco-equity are four objective criteria for a sustainable development to be reached.
