2 Peer review meeting in Morocco, 22-26 APRIL 2013
Contents: Type of radioactive materials (RAM) transported within the State, Regulation applicable to transport of radioactive material (1/4) Transport Authorization Procedures, Peer review meeting results.

3 Type of radioactive materials (RAM) transported within the State
Up to 500 transport operation conducted per year within the country. 12 companies working in NDT, each one has at least two Ir192 radioactive sources, Up to 75 companies are using sealed sources in industrial field, Up to 15 medical facilities are using radioisotopes in medical purposes.

4 2.Regulation applicable to transport of radioactive material (1/4)
The Law n° stipulates that :The production, the import, the treatment, the manipulation, the use, the detention, the storage, the transport and the elimination of natural or artificial radioactive substances is subjected to a prior authorization.

5 2.Regulation applicable to transport of radioactive material (2/4)
The radiation protection decree ( ) precise that : Radioactive material in transit on the national territory must be subject to a preliminary declaration to the regulatory authority, Transport of radioactive material by road, train, air, maritime way or river is submitted to an authorization delivered by the regulatory authority, Conditions of authorization granting: Legal status of the establishment, Experience and qualification of the workers, Provisions taken to respect the standards of safety and security during the envisaged operations, Technical data of the radioactive material, Intervention Plan in case of emergency radiological situation, Radiation protection equipment, Means of transportation.

6 2.Regulation applicable to transport of radioactive material (3/4)
Law n°30-05 relating to transport by road of dangerous goods stipulates that transport by road of radioactive material must be in accordance with the European Agreement Concerning the International Carriage of Dangerous Goods by Roads ( ADR).

7 2.Regulation applicable to transport of radioactive material (4/4)
The provisions of the following international conventions and directives are applicable: RID (Regulation Concerning the International Carriage of Dangerous Goods by Rail), Technical instructions of the International Civil Aviation Organization (ICAO) and the Dangerous Goods Regulations of the International Air Transport Association (IATA), Convention on the Physical Protection of Nuclear Materials and other relevant conventions, Morocco deals with the code of conduct on the safety and security of radioactive sources and its relevant guidance.

8 3.Transport Authorization Procedures (1/2)

9 3.Transport Authorization Procedures (2/2)

Control of the container and the radioactive material to be transported : ( TSR-1 regulation) Technical characteristics of radioactive material (Activity, physical form…) Transport index, International transport signalization, package category… Delivery of authorization.

10 PEER REVIEW MEETING, RABAT-Salé, MOROCCO, 22-26 APRIL 2013
This meeting was : Attended by four (04) members States participating in the RAF9046 project : Burkina Faso, Ivory Coast, Morocco and Niger. Supervised by an IAEA expert from Canada. Objective: to confirm or to clarify the answers given in the SARIS software questionnaire on the transport of radioactive materials by the Moroccan party.

LEGISLATION AND GOVERNMENTAL RESPONSIBILITIES (modules 12 and 5) Recommendations : Accelerate the adoption of the draft law (Law n°142-12) on the Nuclear and radiation safety and security ; Adopt a decree on the transport of radioactive materials and incorporates all the requirements of the regulation on the transport of radioactive materials from the IAEA.

12 Peer review meeting results
2. INSPECTION AND ENFORCEMENT (modules 1, 4 and 6) Recommendations : Develop formal process on the transport of radioactive materials, including a self-assessment system, Develop procedures for inspections and for granting transport authorizations in accordance with the IAEA transport regulation, Establish a periodic inspection program.

13 Peer review meeting results
3. TRAINING AND SHARING OF INFORMATION (module 10) Recommendations: Indicate clearly in a formal document the qualification required for the staff involved in the transport of radioactive material; formalize the training program of personnel involved in the transport of radioactive material as part of the regulatory authority management system; Develop a program of information and awareness on the requirements of the transport of radioactive materials.

14 Peer review meeting results
4. APPROVAL AND VERIFICATION (modules 2, 7, 8, 9, and 11) Recommendations : In order to meet a potential need, develop a program for approval of : the packages (Type B and Type C, and packages used for the transport of fissile material), the special form sources, design of low dispersible radioactive material.

15 Peer review meeting results
5. EMERGENCY PLAN AND EXERCISE (module 3) Recommendations : Finalize the writing response procedures in the event of a radiological emergency situation and integrate them into the national contingency plan in case of emergency (ORSEC Plan).
